Usec. Rosemarie G. Edillon

Presently the Undersecretary for National Development Policy and Planning, National Economic and Development Authority (NEDA).

Among her major responsibilities is shepherding the formulation of the Philippine Development Plan (PDP). The PDP is an elaboration of the country’s priorities over the medium-term and is the blueprint of government policies, programs and projects.

She also oversees the monitoring of the PDP implementation. In addition, she is in-charge of providing technical advice on policy issues to both the legislative and executive branches of government, especially the committees of the NEDA Board.

She is a 2019 Presidential Gawad Career Executive Service (CES) Awardee for her exemplary performance and significant contributions to public policy.

Other Major Involvements

Presently, chairs the Task Group on Recovery under the National Task Force against COVID19 and the Technical Working Group on Anticipatory and Forward Planning.

She also chairs the Social Development Committee-Technical Board and the Technical Committee on Tariff Related Matters and heads the Secretariat of the Economic Development Cluster of the Cabinet.

USEC Edillon is also a member of the sub-TWG on Data Analytics under the Inter-Agency Task Force on the Management of Emerging Infectious Diseases of the Development Budget Coordination Committee of the NEDA Board.

She is currently a member of the Board of the Philippine Economic Society, where she used to be President and is also a member of the Philippine Commission of the UNESCO.

She was formerly the Chair of the Macroeconomics Committee of the UNESCAP and the Vice-Chair of the Economic Committee of the APEC.

Hon. Ma. Lucille Ledesma-Nava, MD

Representative, Lone District of Guimaras 
18th Congress of the Philippines

She is the current Chairperson of the Committee on Population and Family Relations of the House of Representatives, and the Vice-Chairperson of the Committee on Micro, Small and Medium Enterprise Development.

She is also an active Member of the following Committees: Appropriations, Higher and Technical Education, Agriculture, Women and Gender, Foreign Affairs and Visayas Development.

Educational Background

A Doctor by profession, she earned her baccalaureate degree in Bachelor of Science in Biology at the University of the Philippines in the Visayas and graduated as Doctor of Medicine at the Iloilo Doctors' College of Medicine.

She took her specialty training in Internal Medicine at St. Paul's Hospital, Iloilo City and her subspecialty training in Infectious Diseases and Tropical Medicine at St. Luke's Hospital, Quezon City.

She is a Diplomate and Fellow of the Philippine College of Physicians, an Associate Member of the Philippine Society for Microbiology and Infectious Diseases and a Member of the Philippine Hospital Infection Control Society.

Notable Achievements

She became the Congresswoman of the Lone District of Guimaras during the 17th Congress.

She has made it her vocation to empower her fellow women in Guimaras and for the past years, she has worked as the founding chairwoman of the Integrated Women’s Alliance of Guimaras, a women’s group composed mostly of women agricultural workers, fisherfolks and housewives, to reach out to its marginalized members through skills training and livelihood activities.

She is also the principal author of HB No. 7779, or “AN ACT PROVIDING FOR THE PERMANENT VALIDITY OF THE CERTIFICATES OF LIVE BIRTH, DEATH, AND MARRIAGE ISSUED, SIGNED, CERTIFIED, AND AUTHENTICATED BY THE PHILIPPINE STATISTICS AUTHORITY (PSA), THE LOCAL CIVIL REGISTRY OFFICES, AND THE NATIONAL STATISTICS OFFICE (NSO), wherein the substituted bill, House Bill 9175 had been approved by the House on Third Reading on June 2, 2021 and transmitted to the Senate on June 3, 2021.

Ms. Rikke Munk Hansen

Currently in charge of the Statistics Division of Economic and Social Commission for Asia and the Pacific (ESCAP)

Has worked to advance statistics and sustainable development in Asia and the Pacific during the past two decades.

She has a central role in pulling governments and other partners together around the “Get Every One In the Picture” initiative and the first Asia-Pacific Ministerial Conference on Civil Registration and Vital Statistics in 2014 which resulted in the Asia-Pacific CRVS Decade.

Holds a Master of Science in Mathematics and Computer Science degrees from Aalborg University, Denmark and the Technical University of Eindhoven, the Netherlands.

Ms. Petra Nahmias

Heads the Population and Social Statistics team at UN-ESCAP Statistics Division

Leads work on a range of topics including CRVS, gender statistics, migration statistics, and data integration.

She has worked in both international and national statistical systems for nearly 20 years including UNHCR, the United Nations Population Division, the UK Department for International Development and the Israel Central Bureau of Statistics.

Mr. Adrian A. Cerezo

Chief Administrative Officer of the Civil Registration and Administrative Support Division of PSA-Regional Statistical Services Office-Cordillera Autonomous Region (RSSO-CAR).

He has for his record good and competitive ranking in various training and events. He ranked 5th in the Post Test in the Training Course on the International Classification of Diseases Version 10 for Codes; ranked 3rd in the Post Test of Advanced ICD-10 Training on Mortality Coding Using the Mortality Medical Data System.

Moreover, under his supervision, the RSSO-CAR was awarded as “Best in Civil Registration” in the PSA Awards for 2020.

Educational Background

He finished B.S. Math-Physics degree at the University of the Philippines-Baguio in April 1992.

He acquired his Master of Arts in Applied Statistics degree at Benguet State University under the Civil Service Commission’s Local Scholarship Program for SY 2003-2004 and was awarded for having the Best Thesis.

Asec. Senen T. Mangalile

He is currently a Senior Special Assistant in the DFA – Office of the Undersecretary for Civilian Security and Consular Affairs (UCSCA) and the Acting Assistant Secretary of the Office of Consular Affairs.

He was the Vice Consul in the Philippine Consulate General in Osaka, Japan from the years 2002 to 2010 and the Minister and Consul General in the Philippine Embassy in Ankara, Turkey and the Philippine Embassy in London, United Kingdom in 2013.

At the home office of the DFA, he was assigned as Director of the Office of American Affairs and as Acting Director of the Office of Protocol.

Mr. Jimmy M. Dagupan

Registration Officer IV at the Philippine Statistics Authority – Regional Statistical Services Office in Eastern Visayas (Region 8) since 22 August 2018.

Rose from the ranks through the years from Assistant Statistical Coordination Officer in 1997 at the Provincial Statistics Office to Statistical Coordination Officer I, Statistician II, Statistical Specialist II until his current position.

Before he joined the government service, he was the News Director of Radio Station DYDM - AM, Maasin, Southern Leyte from 01 May 1993 - 10 June 1997

Ms. Jocelyn B. Vince Cruz

Social Welfare Officer III of Department of Social Welfare and Development (DSWD), Quezon City since March 2008.

Designated as Adoption Social Worker from 2015 up to the present and currently the Team Leader of the RA 11222 Unit.

Started her career at DSWD in March 2000 as Social Welfare Officer I and was promoted as Social Welfare Officer II on January 2006 until March 2008.

With her growing and excellent skills in social work, she was in designated to be the Focal Person in various programs of the DSWD from 2006 to 2014 to wit:  Assistance to Individuals in Crisis Situation (2006-2010); Supplementary Feeding Program (2010-2012) and International Social Welfare Services for Filipino Nationals (2012-2014).

Mr. Paciano B. Dizon

Regional Director (Director II) of PSA NCR since November 3, 2020.

Started in 1992 as an enumerator at the then National Statistics Office and rose from the ranks. He became a casual employee and then was given a permanent appointment as Clerk II.  He was promoted as Assistant Statistician, then as a Statistical Coordination Officer 1 and later as Statistician II.

Designated as Officer in Charge-Provincial Statistics Officer and after 5 years was promoted to become a full-pledged Provincial Statistics Officer- Statistician V.

He was placed as an Interim Provincial Statistics Officer of the Philippine Statistics Authority and later as a Chief Statistical Specialist of PSA National Capital Region- 
District 3.

On April 6, 2019, he was designated as Officer in Charge – Regional Director of PSA NCR.

Educational Background

Finished his Bachelor of Science in Commerce degree at the Colegio de San Juan de Letran-Manila as a product of Civil Service Commission’s Bachelor’s Degree Completion.

Mr. Michael Dominic C. del Mundo

Assistant Professor at University of the Philippines- Population Institute since 2017.

Currently, acts as a Lead Consultant on the Research Project on Development and Analysis for Regional Population and Development Situation including Estimation of Indicators related to the Demographic Dividend for Commission on Population and Development (POPCOM).

He was also a Lead Consultant on a research project for the same agency in the year 2020 and at the same for the Philippine Statistics Authority’s Maternal Mortality Estimation for the Philippines from 2020 to 2021.

He started as Research Assistant at University of the Philippines-Population Institute and Demographic Research and Development Foundation Inc., year 2010 to 2011.

On the following year, 2012 to 2013, he became the University Extension Specialist (Research) at the University of the Philippines-Office of the Vice President for Public Affairs. Thereafter, he was placed to be the Instructor and Deputy of the Statistical Computing Laboratory at the University of the Philippines – School of Statistics from 2013 to 2016.

Atty. Melvin C. Suarez

He presently, the State Counsel of the Legal Staff of the Department of Justice (DOJ), and a designated Protection Officer of the DOJ Refugees and Stateless Persons Protection Unit (DOJ-RSPPU).

Before joining the DOJ, he was a former Municipal Administrator of the Municipality of San Juan, Southern Leyte; a Court Attorney of the Court of Appeals (Manila); and a Senior Associate Lawyer of Saludo Agpalo Fernandez Aquino (SAFA) Law Office.

He is a regular resource person/lecturer of the DOJ-RSPPU, both in domestic and foreign fora, on the Philippine’s legal framework on refugees, stateless persons, asylum seekers, and those populations at risk of statelessness.

Among others, he was also among the invited resource person during the 8th and 9th PSA National Workshop on Civil Registration held in Iloilo and Manila, respectively and in the orientation trainings and learning sessions conducted for the Public Attorney’s Office (PAO), Bureau of Immigration (BI), Philippine National Police (PNP), and select members of Congress.

Also teaches at the College of Arts and Sciences, and College of Business Administration and Accountancy at the University of Perpetual Help DALTA System -Las Piñas Campus on part-time basis.

Mr. Joan Jude R. Lopez

Municipal Civil Registrar of Lingayen, Pangasinan since 25 September 2012.

On 01 July 1998, he was elected as a Municipal Councilor of Sangguniang Bayan – Lingayen and ended his term on 30 June 2004.

From then, he worked as a full time instructor at AMA Computer Learning Center from September 2002 to March of 2004.

Considering the call for public service, he was back and appointed as Municipal Consultant at the Office of the Mayor, LGU-Lingayen from October 2001 to January 2004. On July 1st of the same year, he was re-elected as Municipal Councilor of the Sangguniang Bayan – Lingayen.

He has also been recognized for heading the LCRO’s untiring and innovative efforts in providing quality civil registration system and services to the Municipality of Lingayen, Pangasinan to include, among others the successful conduct of the Kasalang Bayan in 2020.

A Plaque of Recognition was given to him by the LGU for having garnered an award from the Philippine Statistics Authority for being the Most Innovative Civil Registration Activity for the years 2015 to 2016 in Region I.

His skills coupled with all his hard work paid off with the various awards and recognitions he received to wit: Outstanding Performer of Duty and Assistance, System Analysis and Design Outstanding Employee of LGU-Lingayen, and Outstanding Municipal Councilor of Philippine Councilors League (PCL).
