What you need to know about the Selection of the Outstanding Local Civil Registry Offices (LCROs)
The selection of the Outstanding Local Civil Registry Offices or more popularly known as the LCRO Awards is an annual recognition being given by the PSA to its partners in the registration of vital events all over the country.
OBJECTIVES:
The LCRO Awards aims to:
• Encourage efficiency and productivity, innovativeness and creativity in the LCROs;
• Acknowledge the LCRO’s initiatives in supporting the programs and activities relevant to the Civil Registration and Vital Statistics (CRVS);
• Promote the value of participation and cooperation; and,
• Align the incentive system with results-based performance in the delivery of timely, accurate, reliable products and efficient civil registration services.
BRIEF BACKGROUNDER:
• The LCRO Awards was conceptualized and initiated by the then National Statistics Office, now PSA.
• In the past several years, the annual awarding ceremony were held either during the National Workshop on Civil Registration (NWCR) or the National Convention of Solemnizing Officers (NCSO), which are both biennial conferences and alternately being held. These events are participated in by local civil registrars, city/municipal mayors, solemnizing officers, members of the judiciary, and other government officials and staff.
• In 2016, in consideration of the fact that the LCRO Awards was intended exclusively for the recognition of city/municipal civil registrars, it has been decided that it was more fitting that the awarding ceremony be conducted during the NWCR.
• Thus, during the 9thNWCR that was held on 05-07 June 2018, the Outstanding LCRO Awards covered two (2) years, 2016 and 2017.
• However, the PSA was not able to conduct a national face-to-face gathering relevant to civil registration matters in the year 2020 in view of the continuing threat of COVID-19 Pandemic. Hence, the awarding ceremony for the Outstanding LCROs for the years 2018 and 2019 was held virtually via Zoom and was witnessed by the general public thru live streaming at the PSA Facebook Page on 26 February 2021. The event served as the Culminating Activity of the nationwide celebration of the 31st Civil Registration Month.
Last year, the awardees for the Outstanding LCROS for the year 2020 were announced during the 1st National Convention on Civil Registration and Vital Statistics (1NCCRVS) held virtually.
This year, the awarding ceremony for the year 2021 will be held on 07 October 2022 during the 2nd National Convention on Civil Registration and Vital Statistics (2NCCRVS) at the Sofitel Philippine Plaza-Manila.
COVERAGE:
• The Selection of Outstanding LCRO Awardees for the year 2021 shall be rated on activities undertaken during the period January to December 2021 on the basis of the submitted Civil Registry Documents and Narrative Reports to the PSA-Provincial Offices and the Civil Registration Service.
CATEGORIES:
• The classification of City/Municipal Civil Registrar Offices all over the country into different categories are determined by the number of civil registry documents: births, marriages and deaths, that have been registered by the concerned LCRO during the year and submitted to the PSA-Civil Registration Service.

CRS Requirements | (5%) | • Submission of specimen signatures to CRS The updates on the specimen signatures per city/municipality should be submitted to PSA-CRS once in a semester. Deadline of submission is 30 days after the reference semester. • Submission of LCRO Directory The updates on LCRO directory per city/municipality will be submitted to PSA-CRS once in a semester.
