The Philippine Statistics Authority (PSA) grants clearance for the conduct of the 2023 National Information and Communications Technology Household Survey (NICTHS). The survey will be conducted by the PSA in coordination with the Department of Information and Communications Technology (DICT).

The 2023 NICTHS aims to gather updated household and individual Information and Communications Technology (ICT) data that are necessary for producing internationally comparable core ICT indicators. The information gathered will also serve as a valuable input in monitoring existing programs, development projects and formulation of future policies geared towards the advancement of ICT in the country. This will support evidence-based policies and plans towards the improved implementation of ICT services in the coming years. It is also a crucial step towards effective monitoring of the performance indicators in the Sustainable Development Goals (SDGs), Philippine Development Plan (PDP) Result Matrix, DICT plans, and international benchmarking indices.

The major data items to be collected in the survey include:
     a. Demographics (e.g., age, sex, education, etc.)
     b. Access, availability, usage, and ownership of ICT 
     c. E-waste awareness and disposal practices
     d. Compliance with SIM card registration
     e. Participation in the digital economy/e-commerce
     f. Experience with technology-enabled incident
     g. Other indicators (e.g., functional difficulties due to health problems, artificial intelligence,
        emergency and disaster preparedness)

A total of PhP 39.4 million will be utilized to interview about 45,000 households and individuals, as well as about 3,000 sampled barangays from February to March 2024. The results of the survey are expected to be released in August 2024.

These surveys were reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

     a. Ensure sound design for data collection
     b. Minimize the burden placed upon respondents
     c. Effect economy in statistical data collection 
     d. Eliminate unnecessary duplication of statistical data collection efforts 
     e. Achieve better coordination of government statistical activities

In line with this, the PSA enjoins all the sample households, individuals, and barangays to participate in the 2023 NICTHS by providing truthful information. Authorized PSA interviewers will visit the sample households, individuals, and barangays to conduct personal interviews.
