The Philippine Statistics Authority (PSA) granted clearance for the conduct of the 2023 Household Energy Consumption Survey (HECS).

The 2023 HECS is a joint statistical activity by the PSA and the Department of Energy (DOE) which aims to generate comprehensive and reliable information on household energy consumption, practices, and preferences. The survey is also a major component of the Comprehensive Regional Energy Study (CRESP) project.

Specifically, the survey aims to determine:
     1. Sources of energy consumption
     2. Information on the fuel/energy mix of the household sector based on its energy consumption
     3. Most energy-consuming and energy-efficient appliances and equipment used
     4. Information on cooking fuel switching
     5. Information on the current energy efficiency and conservation techniques
     6. Awareness and attitude on major energy issues and programs in the energy sector
     7. Information on the energy use of vehicles for transportation

The major data items to be collected by 2023 HECS are the following:
     a. Household characteristics
     b. Housing characteristics
     c. Household income
     d. Energy sources and details
     e. Household practices and attitudes on the use of energy sources
     f. Awareness on energy issues

A total budget of PhP 76.69 million will be utilized to interview 44,000 households nationwide. Data collection for the 2023 HECS is scheduled from 13 May 2024 to 14 June 2024. The release of preliminary survey results is expected in December 2024.

This survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:
     a. Ensure sound design for data collection
     b. Minimize the burden placed upon respondents 
     c. Effect economy in statistical data collection 
     d. Eliminate unnecessary duplication of statistical data collection efforts 
     e. Achieve better coordination of government statistical activities

In line with this, the PSA enjoins sampled households to participate in the 2023 HECS by providing truthful information. An authorized PSA interviewer will visit the households to conduct a personal interview.
