Approved building permits reaches 27,773

  1. Approved building permits during the second quarter of 2005 reached 27,773, representing a slight increase of 0.1 percent compared with 27,748 approved building permits recorded during the same period of the previous year.
  2. By type of construction, the number of approved building permits for residential building construction decreased by 2.1 percent to 19,370 from 19,786 applications recorded during the same quarter of 2004. Those for non-residential building construction went up slightly by 0.7 percent from 2,978 to 2,998 approved building permits. Likewise, combined approved building permits for additions, alterations and repairs went up by 8.4 percent to 5,405 from 4,984 approved building permits. Figure 1 compares the number of approved building permits by type of building construction for the second quarters of 2005 and 2004.

  1. Outside the National Capital Region (NCR), three provinces recorded more than a thousand approved building permits, namely: Cavite (2,303), Laguna (2,076) and Cebu (1,920). Figure 2 shows the regional distribution of approved building permits for the second quarter of 2005 (Table A).

Value of construction is P27.1 billion

  1. The aggregate value of construction during the second quarter of 2005 was estimated at P27.1 billion, indicating a decrease of 5.5 percent from P28.6 billion recorded during the same quarter of the previous year.
  2. The value of residential building construction went up by 4.0 percent to P13.8 billion from P13.3 billion during the same quarter of 2004. On the other hand, value of construction for non-residential building construction decreased by 20.6 percent from P13.3 billion to P10.6 billion. The combined value for additions, alterations and repairs significantly went up by 31.7 percent to P2.7 billion from P2.0 billion during the same period of the previous year. Figure 3 compares the aggregate value of construction by type of building for the second quarters of 2005 and 2004 (Table A).

  1. Across the country, value of construction in the National Capital Region (NCR) consistently remained highest at P8.3 billion, accounting for 30.8 percent share of the total. CALABARZON, Central Luzon and Central Visayas ranked second, third and fourth with 23.1 percent (P6.3 billion), 11.7 percent (P3.2 billion) and 6.8 percent (P1.8 billion), respectively, in terms of share of the total value of construction.

 

Average cost per square meter of residential building construction is P5,822

  1. Total value of residential building construction was estimated at P13.8 billion with a total floor area of 2.4 million square meters, or an average cost of P5,822. This figure represents an increase of 2.3 percent from P5,692 recorded during the same period of the previous year.
  2. Single type residential units comprised about 85.2 percent of the total approved permits for residential building. This type of construction numbered 16,499 approved building permits with a total floor area of 2.0 million square meters and an aggregate value of P11.3 billion. Approved building permits for apartment/accesoria and other residential construction reached 1,787 applications (9.2 percent) and 595 applications (3.1 percent), respectively. The least number of approved building permits for residential units were for duplex/quadruplex with only 484 units (2.5 percent) and residential condominium with only five (5) approved building permits. Figure 4 compares the number and value of residential building construction by type during the second quarter of 2005.

Average cost per square meter of non-residential building construction is P6,995

  1. The aggregate value of construction for non-residential building was estimated at P10.6 billion during the second quarter of 2005 with a total floor area of 1.5 million square meters. This translates to an average cost of P6,995 per square meter.
  2. More than half or 53.0 percent of total applications for non-residential buildings was for commercial type of construction. It reached 1,590 approved building permits with a total floor area of 842.3 thousand square meters and an estimated value of P6.0 billion. Institutional and industrial buildings registered 567 approved building permits valued at P1.9 billion and 401 approved building permits valued at P2.1 billion, respectively. Approved building permits for other non-residential buildings reached 369 and valued at P537.3 million while agricultural buildings had only 71 approved building permits and valued at P72.2 million. Figure 5 shows the number and value of non-residential building construction by type of building during the second quarter of 2005 (Table 3).

EXPLANATORY NOTES

Scope and Coverage

Private construction statistics from approved building permits relate to data on new constructions and additions, alterations and repairs of existing residential and non-residential buildings and other structures undertaken in all regions/provinces of the country.

Source of Information

Data are taken from the original application forms of approved building permits collected by NSO field personnel from local building officials nationwide.
 

Limitations:

  1. Data on private building constructions refer to those proposed to be constructed or construction work started during the reference period and not to construction work completed during the reference period.
  2. The completeness of the number of building permits collected relies on the applications filed and approved by the Offices of Local Building Officials (LBOs). Hence, private building constructions without approved building permits are not included in the tabulation of data.
     

Definition of Terms:

Building permit - A written authorization granted by the Local Building Official (LBO) to an applicant allowing him to proceed with the construction of a specific project after plans, specifications and other pertinent documents have been found to be in conformity with the National Building Code (PD 1096).

Building - Any independent, freestanding structure comprised of one or more rooms or other spaces, covered by a roof and enclosed with external walls or dividing walls, which extend the foundation to the roof.

Residential building - A building for which its major parts or more than half of its gross floor area is built for dwelling purposes. This type of building can be of the single type, duplex, an apartment and/or accessoria and residential condominium.

Single house - A complete structure intended for a single family.

Duplex - A structure intended for two households, with complete living facilities for each; it is a single structure divided into two dwelling units by a wall extending from the floor to the ceiling.

Apartment - A structure, usually of two storeys, made up of independent living quarters, with independent entrances from internal walls and courts.

Accesoria - A one or two-floor structure divided into several dwelling units, each dwelling unit having its own separate entrance from the outside.

Residential condominium - A structure, usually of several storeys, consisting of multiple dwelling units.

Other residential constructions - Consist of school or company staff houses, living quarters for drivers and maids and guardhouses.

Non-Residential Building - This type includes commercial, industrial, agricultural and institutional buildings.

Additions/alterations and repairs - Construction works by which the utility of building or structure is raised or at least renewed or which materially extends the normal life of the building or structure.

Demolitions - The systematic dismantling or destruction of a building/structure or in part.

Street Furnitures - These are street structures consisting of monuments, waiting sheds, benches, plant boxes, lampposts, electric poles and telephone poles.

Floor area of building - The sum of the area of each floor of the building measured to the outer surface of the outer walls including the area of lobbies, cellars, elevator shafts and all communal spaces in multi-dwellings. Areas of balconies are excluded.

Total value of construction - The sum of the cost of building, electrical, mechanical, plumbing and others. The value is derived from the approved building permit and represents the estimated value of the building or structure when completed.
