Approved building permits reaches 25,252

  1. Approved building permits during the first quarter of 2005 registered a total of 25,252 applications, representing a decrease of 0.8 percent compared with 25,447 approved building permits during the same period of 2004.
  2. An increase in application over the same period of last year was observed for residential building construction. Approved building permits for residential building construction went up by 3.4 percent to 18,419 from 17,820. On the other hand, those for non-residential building construction decreased by 4.6 percent from 2,633 to 2,513. Combined approved building permits for additions, alterations and repairs similarly shrunk by 13.5 percent from 4,994 to 4,320 applications. Figure 1 compares the number of building permit application by type of building for the first quarters of 2005 and 2004.

  1. Among the provinces outside the National Capital Region (NCR), only two (2) provinces recorded building permits exceeding a thousand mark namely: Cavite (2,969) and Cebu (2,823). Figure 2 shows the regional distribution of approved building permits for the first quarter of 2005 (Table A).

Value of construction contracts by 25.8 percent

  1. Total value of construction during the first quarter of 2005 declined by 25.8 percent from P24.8 billion to P18.4 billion recorded during the same period of the previous year.
  2. Value of construction for residential buildings went down by 16.7 percent from P13.4 billion to P11.2 billion compared to the same period of 2004. Likewise, value of construction for non-residential building construction declined by 36.4 percent from P8.6 billion to P5.5 billion. Combined value for additions, alterations and repairs amounting to P1.7 billion also shrunk by 37.2 percent from P2.7 billion. Figure 3 compares the aggregate value of construction by type of building for the first quarters of 2005 and 2004.

  1. Across the country, the value of construction in the National Capital Region (NCR), consistently remained highest at P4.8 billion, accounting for 26.3 percent share of the total. CALABARZON, Central Visayas, Central Luzon and Western Visayas followed with 20.6 percent (P3.8 billion), 9.9 percent (P1.8 billion), 9.6 percent (P1.7 billion) and 6.6 percent (P1.2 billion), respectively, in terms of share to the total value of construction.

 

Average cost per square meter of residential building construction is P5,662

  1. Total value of residential building construction was estimated at P11.2 billion with a total floor area of 2.0 million square meters or an average cost of P5,662 per square meter.
  2. 8. Applications for single type residential units topped all other kinds of residential building constructions. This type of construction numbered 15,765 approved building permits (85.6 percent) with a total floor area of 1.7 million square meters and an estimated value of P9.5 billion. Approved building permits for duplex/quadruplex and for apartment/accessoria reached 1,184 applications (6.4 percent) and 1,036 (5.6 percent), respectively. The least number of approved building permits for residential units was for other types of residential building construction with total permits of 431 (2.3 percent) and residential condominium with only three (3) approved building permits during the period. Figure 4 shows the comparison of number and value of residential buildings by type during the first quarter of 2005 (Table 2).

Average cost per square meter of non-residential building construction is P5,877

  1. Total value for non-residential building construction reached P5.5 billion during the first quarter of 2005 with a total floor area of 935.3 thousand square meters. This translates to an average cost of P5,877 per square meter.
  2. More than half or 56.0 percent of total applications for non-residential buildings was for commercial buildings. This type of construction numbered 1,408 approved permits covering a total floor area of 447.9 thousand square meters and an estimated value of P2.4 billion. Institutional and industrial buildings registered 476 approved building permits (P1.9 billion) and 280 approved building permits (P773.4 million), respectively. Approved building permits for other non-residential buildings reached 267 and total value of P355.8 million. On the other hand, agricultural buildings had only 82 approved building permits with a total value of P41.2 million. Figure 5 shows the number and value of non-residential building construction by type for the first quarter of 2005 (Table 3).

EXPLANATORY NOTES

Scope and Coverage

Private construction statistics from approved building permits relate to data on new constructions and additions, alterations and repairs of existing residential and non-residential buildings and other structures undertaken in all regions/provinces of the country.

Source of Information

Data are taken from the original application forms of approved building permits collected by NSO field personnel from local building officials nationwide.
 

Limitations:

  1. Data on private building constructions refer to those proposed to be constructed or construction work started during the reference period and not to construction work completed during the reference period.
  2. The completeness of the number of building permits collected relies on the applications filed and approved by the Offices of Local Building Officials (LBOs). Hence, private building constructions without approved building permits are not included in the tabulation of data.
     

Definition of Terms:

Building permit - A written authorization granted by the Local Building Official (LBO) to an applicant allowing him to proceed with the construction of a specific project after plans, specifications and other pertinent documents have been found to be in conformity with the National Building Code (PD 1096).

Building - Any independent, freestanding structure comprised of one or more rooms or other spaces, covered by a roof and enclosed with external walls or dividing walls, which extend the foundation to the roof.

Residential building - A building for which its major parts or more than half of its gross floor area is built for dwelling purposes. This type of building can be of the single type, duplex, an apartment and/or accessoria and residential condominium.

Single house - A complete structure intended for a single family.

Duplex - A structure intended for two households, with complete living facilities for each; it is a single structure divided into two dwelling units by a wall extending from the floor to the ceiling.

Apartment - A structure, usually of two storeys, made up of independent living quarters, with independent entrances from internal walls and courts.

Accesoria - A one or two-floor structure divided into several dwelling units, each dwelling unit having its own separate entrance from the outside.

Residential condominium - A structure, usually of several storeys, consisting of multiple dwelling units.

Other residential constructions - Consist of school or company staff houses, living quarters for drivers and maids and guardhouses.

Non-Residential Building - This type includes commercial, industrial, agricultural and institutional buildings.

Additions/alterations and repairs - Construction works by which the utility of building or structure is raised or at least renewed or which materially extends the normal life of the building or structure.

Demolitions - The systematic dismantling or destruction of a building/structure or in part.

Street Furnitures - These are street structures consisting of monuments, waiting sheds, benches, plant boxes, lampposts, electric poles and telephone poles.

Floor area of building - The sum of the area of each floor of the building measured to the outer surface of the outer walls including the area of lobbies, cellars, elevator shafts and all communal spaces in multi-dwellings. Areas of balconies are excluded.

Total value of construction - The sum of the cost of building, electrical, mechanical, plumbing and others. The value is derived from the approved building permit and represents the estimated value of the building or structure when completed.
