What is Labor Force Survey?The Labor Force Survey is a nationwide survey of households conducted by the Philippine Statistics Authority (PSA) on a quarterly basis i.e, January, April, July and October. Starting February 2021, monthly LFS was conducted in between the quarterly LFS rounds to generate a timely information on the status of labor and employment in the Philippines.

What is the importance of the LFS data to the Filipinos?Data gathered thru the LFS provides information as basis for the formulation of policies and programs of the lawmakers and other related agencies on the following: creation and generation of gainful employment and livelihood opportunities, reduction of unemployment and underemployment and enhancement of the welfare of a working person.

Who will be asked/interviewed in the Labor Force Survey of LFS?

Sample households of the LFS were selected in a scientific method based on the Master Sample design of the PSA. There were selected sample households with household member 15 years old and over to be interviewed for each of the provinces in the country.

e. Students abroad/tourists who have been away for one year or less and are expected to be back within a year from date of departure. These also include those attending training abroad, medical treatment and missionaries

Sinu-sino ang mgatinatanong o iniinterviewsa Labor Force Survey o LFS?

Ang mga household na tinatanong o ini-interview sa LFS ay napili ayon sa siyentipiko ng paraan batay sa Master Sample Design ng PSA. Sa bawat probinsiya ng Pilipinas ay merong napiling mga household na pupuntahan at tinatanong ang mga miyembro ng mga household naedad 15 pataas.

Populasyon ng 15 taong gulang pataas na:

a. Naroon sa araw ng pag-interview at kasalukyang nakatira sa household na napili ng Master Sample Design ng PSA anuman ang haba ang haba ng pananatili sa nasabing address.

b. Wala sa araw ng pagbisita upang mag interview, ngunit inaasahang babalik sa loob ng 30 araw mulasa petsa ng pag-alis sa kanilang tirahan.

c. Naroroon sa araw ng pag-interview na ang karaniwang tinitirahan ay nasalabas ng household na napiling Master Sample Design ng PSA ngunit pansamantalang nanatili sa dito sa hindi bababasa 30 araw;

d. Naroroon sa araw ng pag-interviewna ang karaniwang lugar ng tirahan ay nasa labas ng household na napiling Master Sample Design ng PSA ngunit pansamantalang nanatili sa dito sa ng wala pang 30 araw

sa kondisyon na sila ay wala sa kanilang karaniwang tirahan sa loob ng 30 araw o higit pa

e. Mga mag-aaral sa ibang bansa o mga turista na wala ng isang taon o mas mababa pa at inaasahang babalik sa loob ng isang taon mula sa petsa ng pag-alis. Kasama rin dito ang mga dumadalo sa pagsasanay sa ibang bansa, pagpapagamot at mgamisyonero

Who were considered as part of the Labor Force in the Philippines?Persons in the labor force are those individuals 15 years old and over who are either employed or unemployed but are actively looking for work and available for work.

Definition of“WORK” in LFS

 

Any economic activity that a person does for pay in cash or in kind, in any establishment, office, farm or private home; for profit; or without pay in family farm or enterprise; or on exchange labor for another’s farm.

Never use the term “JOB” as synonymous to EMPLOYMENT.

LFS is counting people at work and not number of “jobs”.

Job is an activity that a person does for a living:

- a set of tasks and duties which are carried out by, or can be assigned to, one or more persons.

- a person can be counted several times depending on the number of jobs held.

Employment refers to persons or individuals at work:

- the LFS counts persons at work not jobs;

- in the LFS, a person can be counted only once regardless of the number of jobs he/she held.

What is the basis for the one hour criterion in the operational definition of employment?The “one hour” criterion in measuring employment is an international standard adopted in all countries that conduct Labor Force Surveys. According to the International Labor Office (ILO), this concept is fundamental in defining unemployment which is “a situation of total lack of work i.e., the person did not work at all during the reference week not even for one hour”.
Who were considered as “EMPLOYED” persons?

An “employed” persons are individuals 15 years old and over who were reported either as with a job or business for at least one hour in a week. Persons are also considered employed if they are with a job/business even though not at work during the reference period because of reasons such as:

a. Temporary illness/injury

b. Absence for reasons such as public holidays, vacation or annual leave, sick leave, maternity or paternity leave or other leave of absence

c. Bad weather or disaster

d. On strike

e. Persons absent for other reasons such as furlough; disorganization or suspension of work, lack of clients, capital or materials; strike or lockout

f. Government lockdown/community quarantine, etc.

g. Persons have an unknown duration of absence but expect to return to the same job or business once the restrictions in place (where applicable) are lifted

Ang itinuturing na “employed” ay mga indibidwal edad 15 pataas na nagtatrabaho o nag nenegosyo nang hindi bababa sa isang oras sa loob ng isang lingo. Kasama rin ang mga indibidwal edad 15 pataas na may trabaho ngunit pansamantalang hindi nakapagtatrabaho o nakapagbubukas ng negosyo dahil sa alin man sa mga sumusunod:

a. Pansamantalang karamdaman o pagkakasakit o pagkapinsala;

b. nasabakasyon o naka-leave;

c. masamang panahon o kalamidad;

d. nasawelga;

e. pagsuspinde ng trabaho dahil sa kawalan ng kliyente, kapital, o materyales;

g. hindi tiyak ang pagkawala sa trabaho ngunit may kasiguruhan na makakabalik sa parehong trabaho o negosyo sa sandaling ang mga paghihigpit sa lugar ay niluwagan;

 

Who were considered as “UNDEREMPLOYED” persons?An underemployed person refers to employed persons who expressed the desire to have additional hours of work in their present job, or to have additional job, or to have a new job with longer working hours during the reference week.

What are the two types of underemployed persons?

1. VISIBLY UNDEREMPLOYED - refers to employed persons who worked less than 40 hours and wanted additional hours of work during the reference week.

2. INVISIBLY UNDEREMPLOYED - refers to employed persons who worked 40 hours and more and wanted additional hours of work during the reference week.

Ano and dalawang uri ng underemployed persons?

1. VISIBLY UNDEREMPLOYED - mga indibidwal na kasalukuyang nagtratrabaho o nagnenegosyo ng mas mababasa 40 oras kada linggo at nagpapahayag ng pagnanais na magkaroon ng karagdagang oras ng trabaho, magkaroon ng karagdagang trabaho, o magkaroon ng bagong trabaho na may mas mahabang oras.

2. INVISIBLY UNDEREMPLOYED - mga indibidwal na kasalukuyang nagtratrabaho o nagnenegosyo ng 40 oras o higit pa kada linggo at nagpapahayag ng pagnanais na magkaroon ng karagdagang oras ng trabaho, magkaroon ng karagdagang trabaho, o magkaroon ng bagong trabaho na may mas mahabang oras.

Who were considered as “UNEMPLOYED” persons?

The unemployed includes all persons 15 years old and over who are reported as:

a. without work, had no job or business;

b. currently available for work;

c. seeking work

Also considered as unemployed are those persons 15 years old and over who are reported as:

a. without work, had no job or business;

b. currently available for work;

c. not seeking work due to the following reasons:

- tired/believed no work available

- temporary illness/disability

- bad weather

- waiting for rehire or job recall

- awaiting results of previous job application

- lockdown/community quarantine

NOTE: In cases when an individual was not able to work, they are considered “unemployed” if:

a. a person has an unknown duration of absence and do not expect to return to the same job or business even if the restrictions in place (where applicable) are lifted; and

b. a person does not receive remuneration from their employer.

- Naniniwala na walangmakukuha o bakanteng trabaho;

- Pansamantalang kawalan ng kakayahan mag trabaho o temporary illness/disability;

- Masamang panahon;

- Naghihintay ng resulta o tawag sa mga inaplayan;

- Naghihintay ng rehire o muling pagbabalik sa dating pinagtatrabahuhan o job recall; at

- lockdown/quarantine ng komunidad, atbp.

TANDAAN: Sa kaso ng mga indibidwal na di nakapasok sa trabaho, sila ay ituturing bilang "unemployed" kung nabibilang sila sa mga sumusunod:

a. Ang mga indibidwal na hindi tiyak ang pagkawala sa trabaho at hindi inaasahan na makababalik pa sa parehong trabaho o negosyo sa sandaling ang mga paghihigpit sa lugar ay niluwagan; at

b. kasalukuyang walang natatanggap na sahod mula sa kanilang pinagtatrabahuhan.

Who were not considered as part of the Labor Force?

Persons not in the labor force are those individuals 15 years old and over and those:

a. who do not have a job or business;

b. not available to work; and

c. not looking for work because of the following reasons:

- too young/too old;

- retired;

- permanent disability;

- household, family duties; and

- schooling.

Sinu-sino ang mga tao na hindi kabilang sa Labor Force?

Itinuturingna “not in the labor force” ang mga indibidwaledad 15 pataas kung sila ay:

a. walang trabaho o hindi nagtatrabaho;

b. hindi available na magtrabaho; at

c. hindi naghahanap ng trabaho dahil sa alinman sa mga sumusunod na kadahilanan:

- masyado pang bata/matanda;

- nagretiro;

- permanenteng kapansanan;

- tungkulin sa sambahayan o pamilya; at

- pag-aaral.

Ang mga halimbawa ay mga may bahay, mag-aaral, may mga kapansanan, o mga retirado

What other information can be gathered in the Labor Force Survey or LFS?

LFS also provides information on the class of worker of an employed person.

a. Wage and salary workers - are those who work for private households, private establishments, government, and government-controlled corporations, and those who work with pay in own family-operated farm or business.

b. Self-employed without any paid employee - refers to a person who works for profit or fees in owns business, farm, profession or trade without any paid employee.

c. Employer in own family-operated farm or business - refers to a person who works in his or her own business, farm, or trade and employ one or more employees on a regular basis.

d. Worked with pay in own family-operated farm or business - refers to a person who works in own family-operated farm or business and receives cash or a fixed share of the produce as payment for his or her services. He or she must be a family member of the sample household.

e. Worked without pay in own family-operated farm or business - refers to a member of the family who works without pay in a farm or business operated by another family member living in the same household.

Ano pa ang ibang impormasyon na makukuhasa Labor Force Survey o LFS?

Ang LFS ay makapagbibigay ng impormasyon tungkol sa IBA’T IBANG KATEGORYA NG MGA MAY TRABAHO O EMPLOYED PERSONS. Ito ay ang mgasumusunod:

a. wage and salary workers o mga indibidwal na tumatanggap ng sahod na kasalukuyang nagtatrabaho sa pribadong establisyemento; pampublikong pamahalaan; o bilangkasambahay.

b. self-employed workers without any paid employee o mga indibidwal na nagmamay-ari ng negosyo o sakahan nang walang binabayarang empleyado o tauhan;

c. employers in own family-operated farm or business o mga indibidwal na may negosyo o sakahan na may roong isa o higit pa na binabayarang empleyado o tauhan;

d. Worked with pay in own-family operated farm or business o mga indibidwal na nagtatrabaho ng may sahod sa sariling sakahan o negosyo na pagmamay-ari ng pamilya;

e. Worked without pay in own family-operated farm or business, and unpaid family workers o mga indibidwal na nagtatrabaho sa sakahan o negosyo na pagmamay-ari ng pamilyanang hindi binabayaran.
