CALL FOR SUBMISSION OF PROPOSALS

 

Title: 2023 Nationwide Search for the Most Innovative Local Civil Registry Office for Civil Registration and Vital Statistics 

I. INTRODUCTION

The Philippine Statistics Authority (PSA) will conduct the second nationwide search for the Most Innovative Local Civil Registry Office (LCRO) for Civil Registration and Vital Statistics (CRVS) for the year 2023. The event is open to all LCROs that are interested in showcasing their innovations implemented in civil registration and vital statistics activities including their best practices in the past years, especially during the pandemic period.

The top three LCROs with the “Most Innovative and Best Practices” will be provided a slot to share through a lecture in the 2nd Philippine Identification Summit and3rd National Convention on Civil Registration and Vital Statistics (3NCCRVS) on26 to 28 September 2023in Bacolod City. The 2nd Philippine Identification Summit and 3NCCRVS will be conducted face-to-face which will showcase the winners of this nationwide search.

This activity will allow participants to learn from experts and to exchange views, strategies, best practices, and experiences on civil registration, vital statistics, and administrative services that they have successfully undertaken during the past years.

II. OBJECTIVES

The nationwide search for the Most Innovative LCRO for Civil Registration and Vital Statistics (CRVS) will adopt the theme ”CRVS and PhilSys: Promoting inclusivity and accessibility thru digital transformation.” and aims to foster collaboration, productivity, and efficiency in the delivery of products and services of PSA through sharing of success stories and unique ideas, inspiring new perspective on innovations that paved the way for better services and outputs. 

Specifically, this activity aims to:

1. Create a culture of innovation and creativity among LCROs;   
2. Encourage LCROs to present their innovations and best practices to inspire other offices;   
3. Provide a platform for LCROs to create and have their own innovations; and   
4. Ensure sustainability of the implemented innovations and best practices

The following outcomes/impacts are expected from the said activity:

1. Efficient and effective delivery of CRVS products and services;   
2. Innovative culture within the LCROs; and   
3. Enhanced innovation skills among participants 

III. SUBMISSION OF PROPOSALS

The PSA invites the LCROs to submit proposals for presentation during the2nd Philippine Identification Summit and 3NCCRVS to be held on  26 to 28 September 2023. PSA seeks proposals for the sharing of the innovations and best practices during the convention and poster exhibition on innovative practices, processes, and projects.

Local Civil Registry Offices may want to share:

1. New initiative on civil registration and vital statistics services;   
2. Experience/s in developing and delivering innovative civil registration and vital statistics products and services;   
3. Findings/Results on innovative project and methodology; and   
4. Best practices that are being implemented in the past years that facilitated the realization of the LCRO commitment to CRVS Decade goals and objectives.

All proposals must be relevant to the CRVS Decade 2015-2024 and have focus on the processes, procedures, structures, and other relevant initiatives that resulted to better civil registration services and enhanced administrative operations of the LCROs. The submitted proposals should be in paper presentation format. All the regional winners will be showcased through a poster exhibit at the venue. The Top 3 Winners will be given the chance to present their paper during the 2nd Philippine Identification Summit and 3NCCRVS on 26 to 28 September 2023.

All presentations will be given thirty 30 minutes duration, while posters exhibition will be presented during the whole duration of the convention.

Criteria for Proposal on Innovation:

Proposal Requirements:

1. Proposed Title – (Must be provocative and compelling)  
2. Name of Presenter(s)   
3. Abstract of proposed innovation proposal (not more than 200 words)  
4. Description of the Proposal (at least 500 words)  
a.    What problem/issue/need the innovation proposal were addressing?  
b.    What makes it innovative?  
c.    How has it impacted the organization?  
d.    And other logistical information the secretariat may need to know to evaluate the proposal.
