The Philippine Statistics Authority (PSA) granted clearance for the conduct of the Kasambahay Rider Module of the National Wages and Productivity Commission (NWPC). The survey is a rider to the October 2019 round of the Labor Force Survey (LFS) which covers 42,768 households.

The module emanated from Republic Act No. 10361 or the “Kasambahay Law” which mandated the Regional Tripartite Wages and Productivity Boards (RTWPB) to review and adjust the minimum wage of domestic workers. In relation to this, the survey aims to gather wage and wage-related data essential to develop empirical framework for setting minimum wage for domestic workers.

The survey will be administered to households with at least one residing domestic worker. Major data items for the survey are as follows:

• wages
• social welfare benefits
• hours of work
• nature of work
• skills completed

The Kasambahay Rider Module to the October 2019 LFS was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

• ensure sound design for data collection;
• minimize the burden placed upon respondents;
• effect economy in statistical data collection;
• eliminate unnecessary duplication of statistical data collection efforts; and
• achieve better coordination of government statistical activities.

In line with this, the PSA enjoins the public to support the said survey.
