The Philippine Statistics Authority (PSA) granted clearance for the conduct of the Census Evaluation Survey (CES) of 2020 Census of Population and Housing (CPH).

The survey aims to aims to assess the completeness of coverage and the quality of information collected in the 2020 CPH. Specifically, the CES is geared towards ensuring the attainment of the following:

• Adherence to process flows and statistical standards, concepts, and definitions;
• Compliance with various statutory laws and regulations;
• Achieve a CES response rate or interview completion rate of at least 85%;
• Evaluate objectively the coverage of the census information collected at the national and regional levels;
• Examine the impacts of coverage deficiencies, if any, on the usefulness of the census data;
• Document all information in relation to the sources and causes of errors in the census-taking; and
• Serve as reference to improve the conduct and design of future censuses and surveys.

A total of 42,000 households coming from the respondents of the 2020 CPH will be interviewed as part of the study.

Some of the data items that the 2020 CES will collect are the following:

• Selected demographic characteristics of persons usual residing with the household as of the census reference date: age, sex, relationship to the household head, and overseas worker indicator
• Out-movers’ main reason for moving out, date moved out/died, and current residence
• In-movers’ characteristics: age, sex, relationship to the household head, main reason for moving in, and previous residence
• Summary of visit (result of visit, number of household (HH) members/males/females)

The data collection will be done for 20 days in  October 2020 and results will be on February 2021.


The 2020 CES was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

• ensure sound design for data collection,
• minimize the burden placed upon respondents,
• effect economy in statistical data collection,
• eliminate unnecessary duplication of statistical data collection efforts, and
• achieve better coordination of government statistical activities.

In line with this, the PSA enjoins the public to support the 2020 CES.
