On 08 October 2019, the Philippine Statistics Authority (PSA) approved the conduct of the 2019 Study on the Employability of Technical and Vocational Educational Training (TVET) Graduates (SETG) of the Technical Education and Skills Development Authority (TESDA).

The results of the 2019 SETG will be used by the TESDA to evaluate the relevance and effectiveness of TVET programs. Furthermore, the findings from the survey will be used to inform policy recommendations that will guide TESDA in its planning and policy making functions for the TVET sector.

The data items to be collected in the survey include the following:

  • Employability of TVET graduates
  • Profile of TVET graduates (nature, type, industry and occupational job title of the employed TVET graduates)
  • Income/wage levels of employed graduates
  • Length of job search
  • Assessment and certification rates
  • Skills utilization

The survey will collect data from 6,376 TVET Graduates in the 2018 TVET Programs in all provinces in the Philippines starting October 2019. Data collection will be done through telephone interview, e-mail and social media. A total budget amounting to PHP 2.0 million will be utilized to cover personal services, maintenance and other operating expenses (MOOE) such as travelling expenses, supplies and printing of materials.

Meanwhile, the 2018 SETG results with 2017 as reference year showed the following:

  • The institution-based training mode of delivery recorded the largest portion of graduates with 64.0 percent of the 2.25 million TVET graduates in 2017.
  • TVET programs on tourism (27.0 percent) and electrical and electronics (11.0 percent) recorded the most number of graduates.
  • About 80 percent of the TVET graduates were able to find a job in less than six months after graduation.
  • On the average, TVET graduates in 2017 received monthly income amounting to PHP 13,141.52 after completing training.

The results of the 2019 SETG will be released in January 2020 on the TESDA website: http://www.tesda.gov.ph/.

The 2019 Study on the Employability of Technical and Vocational Educational Training (TVET) Graduates (SETG) was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

  • ensure sound design for data collection;
  • minimize the burden placed upon respondents;
  • effect economy in statistical data collection;
  • eliminate unnecessary duplication of statistical data collection efforts; and
  • achieve better coordination of government statistical activities.

In line with this, the PSA enjoins the 2018 TVET Graduates to support the said survey.
