The Philippine Statistics Authority (PSA) clears the conduct of the National Health Promotion and Literacy Longitudinal Study (HPLS) by the Department of Health (DOH). On behalf of the DOH, the survey will be conducted by IDinsight Philippines.

The HPLS is an assessment of health literacy and knowledge, attitudes and practices (KAP) on the Health Promotion Framework Strategy (HPFS) seven priority areas through the longitudinal, panel study. Specifically, the survey aims to:

  1. Develop reproducible methods in the conduct of routine assessments to track the changes in health literacy and HPFS behavioral outcomes.
  2. Determine the trends in comprehensive and functional health literacy and KAP of HPFS behavioral outcomes at the national level.
  3. Build the capacity of the national, regional and local levels of governments on the conduct of health literacy assessments and KAP surveys on health promotions.
  4. Inputs for evidence-based policies, programs, planning and other health promotion and literacy interventions of DOH and local government units.

The survey will collect the information on the following:

  1. sociodemographic characteristics of adult Filipinos (aged 18 years old and over);
  2. comprehensive health literacy;
  3. functional health literacy;
  4. barriers to health literacy; and
  5. knowledge, attitudes and practices on the seven priority areas under the HPFS:
    1. diet and physical activity;
    2. environmental health (sanitation, disaster preparedness, sustainable practices);
    3. vaccines and immunization (child and adult);
    4. substance abuse (smoking and alcoholic use);
    5. mental health;
    6. sexual reproductive health; and
    7. violence and injury prevention (including road safety).

A total of 25.0 million will be utilized on the survey to interview 1,975 individuals. The survey will be conducted for rounds with the following schedule:

The survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

  1. ensure sound design for data collection;
  2. minimize the burden placed upon respondents;
  3. effect economy in statistical data collection;
  4. eliminate unnecessary duplication of statistical data collection efforts; and
  5. achieve better coordination of government statistical activities.

In line with this, the PSA enjoins individuals aged 18 years old and over to support and participate in said survey by providing the required information.
