The Philippine Statistics Authority (PSA) cleared the conduct of the 2019 Farm Prices Survey (FPS) on 02 September 2019.

The 2019 FPS aims to generate estimates on farmgate prices of major agricultural commodities, develop sets of price indices and measure the purchasing power of growers of selected agricultural products, and serve as inputs in analyzing the seasonal trends and variations in agricultural prices.

The survey covers 80 provinces and two cities (Zamboanga City and Davao City). A total of 25 farmers per commodity are chosen per province for crops, while a total of 25 backyard livestock and poultry raisers per animal type and purpose are selected per province. On the other hand, five sample commercial livestock and poultry farms per animal type and per purpose are selected per province.

A total budget of PhP 21.5 million will be utilized for the survey covering travel expenses, printing expenses, and other expenses.

The PSA conducts the FPS during the last ten (10) days of the reference month. Results of the survey are scheduled to be released 45 days after the reference quarter except for the last quarter of the year which would be available 30 days after the reference quarter. 

The major data items to be collected from the survey are as follows:

  • Trade location of crops
  • Weight and price per local unit of crops
  • Quantity of crops, livestock, and poultry sold
  • Total receipts and total freight costs of crops, livestock, and poultry
  • Trade of livestock and poultry by location
  • Classification of livestock and poultry by purpose
  • Weight and price per head/ bird/ piece of livestock and poultry

The results of the April to June 2019 FPS are as follows:

  • The average farmgate prices of cattle, carabao, and goat for slaughter in April to June 2019 increased by 5.0%, 4.3%, and 9.8%, respectively, compared to their respective farmgate prices in April to June 2018. Meanwhile, the average farmgate price of swine for slaughter decreased by 6.6%, i.e., from PhP 117.88 in April to June 2018 to PhP 110.15 in April to June 2019.
  • The average farmgate price of broiler chicken in commercial farms decreased by 14.0%, i.e., from PhP 86.85 in April to June 2018 to PhP 74.65 in April to June 2019. On the other hand, the average farmgate price of duck in commercial farms increased by 19.7%, i.e., from PhP 51.47 in April to June 2018 to PhP 61.63 in April to June 2019.

The 2019 FPS was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

  • ensure sound design for data collection;
  • minimize the burden placed upon respondents;
  • effect economy in statistical data collection;
  • eliminate unnecessary duplication of statistical data collection efforts; and
  • achieve better coordination of government statistical activities.
