On 04 June 2018, the Philippine Statistics Authority (PSA) granted clearance to the conduct of the Impact Evaluation Survey of the Sustainable Livelihood Program (SLP) of the Philippine Institute for Development Studies (PIDS). 
 
The SLP is a livelihood program for poor households being implemented by the Department of Social Welfare and Development (DSWD). The program is open to Pantawid Pamilyang Pilipino Program (4Ps) families, families identified as poor in the Listahanan, indigent families, and families that are part of a vulnerable group (e.g. persons with disabilities (PWDs), older persons, out-of-school youths, disaster-affected). 
 
The program offers two “tracks” or types of livelihood assistance, i.e., Microenterprise Development (MD) and Employment Facilitation (EF). The MD track provides beneficiaries a cash grant to be used as capital for starting a microenterprise or as additional capital for use in an existing microenterprise. The EF track meanwhile provides beneficiaries assistance to engage in employment. 
 
The survey aims to assess the impact of two program modifications on the welfare of SLP beneficiary households. The first program modification is the use of a characteristics-based track selection tool that would assign beneficiaries to the track for which they are best suited. On the other hand, the second program modification is the use of the LGU-based Public Employment Service Office (PESO) as the platform for assisting EF-track participants in finding jobs.
 
Three questionnaires are to be administered to the households, while one questionnaire will be used for the Municipal Planning and Development Officers of municipalities covered in the SLP. The following data items will be gathered from the survey:
 
  • demographic characteristics
  • economic characteristics
  • household income
  • household expenditures
  • household assets
  • housing
  • water and sanitation
  • hunger
  • access to social programs
  • information on jobs held
  • business operated
  • trainings attended
  • characteristics of all household business operations
  • physical and demographic characteristics
  • service institutions
  • infrastructures present
  • major industries and establishments
  • significant events in the past (e.g. typhoon, flooding, drought)
 
The survey will collect data from 2,080 households and 104 municipalities from eight regions which will include Regions I (Ilocos Region), IV-A (CALABARZON), VI (Western Visayas), IX (Zamboanga Peninsula), X (Northern Mindanao), XI (Davao Region), and, XII (SOCCSKSARGEN). 
 
The collection of data will start in July 2018. A total budget of Php 4.8 million will be utilized for personal services and maintenance and other operating expenses (MOOE) such as travelling expenses, supplies and printing of materials. 
 
Results of the survey are expected to be released in October 2018.
 
The survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:
 
  • ensure sound design for data collection;
  • minimize the burden placed upon respondents; 
  • effect economy in statistical data collection; 
  • eliminate unnecessary duplication of statistical data collection efforts; and 
  • achieve better coordination of government statistical activities.
 
In line with this, the PSA enjoins SLP participants and city/municipalities to support the conduct of the survey.
