The Philippine Statistics Authority (PSA) has approved the 2022 Census of Agriculture and Fisheries (CAF) (Household and Barangay Operations). This census is a regular undertaking by the PSA as a basis to determine the structural characteristics of the country's agriculture and fishing sectors.

The 2022 CAF (Household and Barangay Operations) will provide basic data on agriculture, aquaculture, and fishing characteristics for use in national and local development planning by the government as well as data on facilities and services available in the barangay. About 42 thousand barangays with approximately 3.4 million agricultural, aquaculture, and fishing operators and 3.0 million households with agricultural, aquaculture, and fishery operators will be interviewed.

The following are the major data items that will be collected in the census:

1. Number of households with household members engaged in agricultural, aquaculture, and fishing activities and the number of operators in each type of activity;

2. Legal status of agricultural holders and the legal form of organization of aquaculture and fishing activities;

3. Type of agricultural activity operated such as growing of crops, raising of livestock and/or poultry including culturing of insects/worms, and the type of fishery activity such as aquaculture, municipal fishing, and/or commercial fishing;

4. Characteristics of agricultural farm, aquaculture, and fishing operation;

5. Number and type of machineries, equipment, facilities, and tools, number of workers, kind of services/ assistances received/availed, associations, cooperatives, and organizations membership, economic/entrepreneurial activities, number of organic farms, and the kinds of challenges/problems encountered;

6. Demographic and socio-economic characteristics of the operators and their household members; and

7. Presence/availability of agriculture and fishery facilities such as input dealers and service providers in the barangay, and natural calamities experienced in the barangay in the past five years.

The data will be collected from 04 September to 25 October 2023. A total budget amounting to PhP 2.03 billion will be utilized in the census with preliminary and final results of the census are expected to be released on 29 March 2024 and July 2024, respectively.

This undertaking was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

1. ensure sound design for data collection;

2. minimize the burden placed upon respondents;

3. effect economy in statistical data collection;

4. eliminate unnecessary duplication of statistical data collection efforts; and

5. achieve better coordination of government statistical activities.

In line with this, the PSA enjoins all respondents from all households with agricultural, aquaculture, and fishing operators as well as the operators themselves in the sample barangays to be covered in the 2022 CAF to support this undertaking by providing truthful information. Authorized PSA interviewers will visit the sample households and operators to conduct personal interview.
