The Philippine Statistics Authority (PSA) approved the conduct of the Survey on Project Quality: Health System Responsiveness 2019 proposed by the Philippine Council for Health Research and Development (PCHRD) on 14 October 2019. The survey will be conducted by the Organic Intelligence Consulting, Inc. (OI) for the PCHRD.

Results of the survey will provide a comprehensive diagnosis of health system responsiveness and the strengths and weaknesses of the current system. The results will identify priority areas in driving responsiveness of the Philippines’ health system. It will also aid policy makers draft measures and establish protocols to optimize the Philippine health care system towards the achievement of the universal health care coverage.   

Specifically, the survey aims to:

  • describe the non-medical perception and experience associated with seeking healthcare;
  • determine health responsiveness across different sections of society such as socio-demographic variables, health condition, and other pertinent variables;
  • identify particular responsiveness domains that the Philippines is already strong in and those that need improvement;
  • pinpoint factors that enabled/disabled good performance on particular domains; and
  • provide recommendations to improve health systems responsiveness performance.

The data items to be collected in the survey include the following:

  • socio-demographic data such as gender, age, family income, civil status, employment
  • health data including health conditions experienced, utilization of healthcare facilities/providers

A total of 1,700 individuals from 10 selected areas in the country (National Capital Region, Cavite, Pampanga, Isabela, Batangas, Quezon, Iloilo, Cebu, Davao del Sur, and Zamboanga del Sur) will be interviewed for the survey. A total budget of PhP 1.8 million will be utilized for personal services, maintenance and other operating expenses (MOOE) such as travelling expenses, supplies, printing expenses and others (e.g. training, communication, presentation, etc.).

Results of the survey are expected to be released in December 2019.

The survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations of Republic Act No. 10625 to:

  • ensure sound design for data collection;
  • minimize the burden placed upon respondents;
  • effect economy in statistical data collection;
  • eliminate unnecessary duplication of statistical data collection efforts; and
  • achieve better coordination of government statistical activities.
