The Philippine Statistics Authority (PSA) granted clearance for the conduct of the Process Evaluation of the One-Stop Laboratory Services for Global Competitiveness (OneLab) Program by the Department of Science and Technology – Philippines Council for Industry, Energy, and Emerging Technology Research and Development (DOST-PCIEERD). The survey will be conducted by the Philippine Institute for Development Studies (PIDS), a third-party organization commissioned by DOST-PCIEERD.

The Process Evaluation of the OneLab Program will assess the program implementation of the OneLab program and generate recommendations for the future performance of the program. The survey specifically aims to:

  1. Describe and analyze the objectives and design the OneLab based on the fundamental theory of the program, issued implementing guidelines, and relevant policy.

  2. Assess the program's implementation, retrospectively, based on administrative data and documentation of processes, and stakeholders' experiences (i.e., implementers and end-users/clients).

  3. Identify best practices and unique challenges in the implementation of the program.

  4. Gain stakeholders’ insights on perceived program contribution to global competitiveness.

  5. Provide key recommendations for future iterations of program implementation based on the results.

The survey will collect information on the following:

  1. laboratory testing service provider;

  2. laboratory testing services availed; and

  3. satisfactory rating to the service provider.

The survey will collect data from 1,300 clients randomly selected within the client lists that were provided service by the OneLab program in the past five years, with a total budget of PhP 33,120.00. The results of the survey are expected to be released in April to May 2023.

The survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act No. 10625 to:

  1. ensure sound design for data collection;

  2. minimize the burden placed upon respondents;

  3. effect economy in statistical data collection;

  4. eliminate unnecessary duplication of statistical data collection efforts; and

  5. achieve better coordination of government statistical activities.

In line with this, the PSA enjoins all sampled OneLab clients to support the said survey by providing the required information.
