The Philippine Statistics Authority (PSA) approved the conduct of the Survey on the Awareness of Government Entities on the Philippine Competition Act (PCA) and the Philippine Competition Commission (PCC) on 05 December 2019.

The survey will be conducted by The All-Asian Centre for Enterprise Development (ASCEND), Inc. in behalf of the PCC to determine the awareness of government entities on the PCC as well as their knowledge and attitude towards market competition. The results of the survey will help the PCC in developing strategies that will improve the effectiveness of its programs. The survey will also help guide the government entities in promoting consumer welfare and market efficiency.

Major data items to be collected from the survey include general information of the government entities, and awareness on the PCC and the PCA. The PCC was established on February 2016 to implement the national competition policy, pursuant to PCA (An Act Providing for a National Competition Policy Prohibiting Anti-Competitive Agreements, Abuse of Dominant Position and Anti-Competitive Mergers and Acquisitions, Establishing the Philippine Competition Commission and Appropriating Funds therefor). The PCA also known as Republic Act No. 10667 aims to promote and maintain fair market competition.

A total of 104 national government agencies (NGAs), 30 government-owned and controlled corporations (GOCCs), and 634 local government units (LGUs) are to be selected to participate in the survey with a total budget of PhP 4.0 million.

The survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations of Republic Act No. 10625 to:

  • ensure sound design for data collection;
  • minimize the burden placed upon respondents;
  • effect economy in statistical data collection;
  • eliminate unnecessary duplication of statistical data collection efforts; and
  • achieve better coordination of government statistical activities.

In line with this, the NGAs, GOCCs, and LGUs are enjoined to support the survey.
