The Philippine Statistics Authority (PSA) approved the conduct of the Follow-up Survey for the Department of Social Welfare and Development (DSWD) – Philippine Institute of Development Studies (PIDS) – International Initiative for Impact Evaluation (3IE) Impact Evaluation of the Sustainable Livelihood Program (SLP) on 27 November 2019.

The survey will be conducted by the Philippine Statistical Research and Training Institute (PSRTI) in behalf of the PIDS to estimate the impact of SLP’s Microenterprise Development assistance to Pantawid Pamilyang Pilipino Program (4Ps) beneficiary households.

The survey will interview a total of 3,300 households and 42 government units from National Capital Region (NCR), MIMAROPA, Region VI (Eastern Visayas) and Region X (Northern Mindanao).

Major data items that will be collected from the four (4) survey questionnaires are the following:

  • Household Questionnaire – demographic characteristics, labor force and employment status, household income, household expenditure, housing characteristics, water and sanitation, hunger, access to social protection, savings and borrowing, changes in capital stock and economic difficulties.
  • SLP Participant Questionnaire – seed capital fund amount, date of receipt and uses, repayment, withdrawal and reloan record, role of respondent in SLP Association, wages and dividends from SLP Association.
  • Group Business Questionnaire – net income of the group business, seed capital fund amount, date of receipt and uses, repayment and reloan record.
  • Municipal Profile Questionnaire – physical and demographic characteristics, service institutions and infrastructure present, major industries and establishments, significant events in the past three years.

The SLP is one of DSWD’s social protection programs. Launched in 2011, the program provides financial and capacity-building assistance to participants from the households that will enable them to engage in wage employment and self-employment activities.

Results from the baseline survey with 2,160 household respondents in 59 study sites conducted from August 2018 to March 2019 are as follows:

  • The majority of SLP participants in the sample were female (92.1 percent). Over two-thirds (68.7 percent) of the participants were in the labor force (employed or unemployed) during the reference week of the interview. Nearly all of those who were in the labor force were employed (97.1 percent) with a majority serving as unskilled workers in elementary occupations.
  • More than half of the sample households (55.1 percent) engaged in entrepreneurial activities from February 2018 to July 2018. Only a fifth (21.8 percent) of these activities were registered with any government unit or agency.
  • Retail and wholesale trade, food and beverage services, and transportation services were each reported to be a primary source of employment in over 80.0 percent of the study sites. Commercial establishments with at least 100 employees are present in only 39.0 percent of the study sites, followed by manufacturing firms and transportation companies (both at 32.2 percent).

The PSA reviewed and issued clearance to conduct the Follow-up Survey for the DSWD-PIDS-3IE Impact Evaluation of the SLP under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

  • ensure sound design for data collection;
  • minimize the burden placed upon respondents;
  • effect economy in statistical data collection;
  • eliminate unnecessary duplication of statistical data collection efforts; and
  • achieve better coordination of government statistical activities.
