The Philippine Statistics Authority (PSA) approved the conduct of the Survey on Research and Development Expenditures and Personnel of the Department of Science and Technology (DOST) in cooperation with the University of the Philippines, Los Baños – Institute of Statistics (UPLB INSTAT).

The survey will gather data on expenditures and human resources on research and development (R&D) to estimate gross national R&D expenditures and human resources in the government, higher education institution and non-profit institutions in 2018.

Target respondents of the survey include 155 government agencies, 466 higher education institutions and 62 private non-profit institutions. The survey will be conducted in two phases:

  • Phase 1 will involve gathering preliminary information to identify eligible institutions that are performing R&D in the country.
  • Phase 2 will involve collection of detailed information on R&D activities, human resources and expenditures from selected institutions according to different categories.

The following are the major data items to be collected from the survey:

  • in-house R&D personnel
  • in-house R&D expenditures
  • sources of funds for in-house R&D
  • categories of in-house R&D expenditure
  • R&D fund provided to other institutions
  • published scientific papers in local or international journals

Results of the survey are scheduled to be released in December 2019. These will serve as inputs statistics on the indicators in the Philippine Development Plan (PDP) and Sustainable Development Goals (SDGs) aimed at informing policies and decision-making with regards to research and development in the country.

The survey will utilize a total budget of PhP 3.4 million to cover personal services, maintenance and other operating expenses (MOOE) such as travelling expenses, communication expenses, supplies and printing of materials.

The Survey on Research and Development Expenditures and Personnel was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

  • ensure sound design for data collection;
  • minimize the burden placed upon respondents;
  • effect economy in statistical data collection;
  • eliminate unnecessary duplication of statistical data collection efforts; and
  • achieve better coordination of government statistical activities.

In line with this, the PSA enjoins government agencies, higher education institutions and private non-profit institutions to support the said survey. Meanwhile, the PSA would like to inform the general public that the PSA is only mandated to review and clear the survey materials through the SSRCS. In the event that the survey proponent hires a third-party entity to undertake the survey on their behalf, kindly note that the PSA does not have control over the agreement between the survey proponent and the third-party entity.
