The Philippine Statistics Authority (PSA) approved the conduct of the 2015 Survey on Research and Development Expenditures and Human Resources (SRDEHR) of the Department of Science and Technology (DOST) through its Statistical Survey Review and Clearance System (SSRCS) on 14 March 2016.
Conducted every two years, the objective of the 2015 SRDEHR is to gather data on Research and Development (R&D) activities of government agencies, higher education institutions (HEIs) and private non-profit institutions (PNPIs) for the period 1 January to 31 December 2015. Data generated from the survey will serve as basis for setting R&D directions and priority areas as well as formulate better policies and programs. Likewise, the results of the survey will be used to update indicators on Science and Technology (S&T).
Questionnaires through mail and/or personal interviews will be distributed nationwide from May to July 2016 in about 735 HEIs (425 are public HEIs, and 310 private HEIs), 250 government agencies, and 60 PNPIs. The estimated direct cost of the survey is Php 2.02 Million or Php 1,935.65 per respondent
Meanwhile, the following 2011 SRDEHR results are:
- 78.2% (8,036) of the 10,275 individuals worked as researchers: 66.5% of these were affiliated in HEIs, 32.8% were in the government sector and less than 1% were in PNPIs.
- Males were outnumbered by females with females comprising 55.1% (5,508) of the 9,993 personnel in the R&D sector.
- 68.1% of the 2,276 personnel with PhD degree work in public HEIs.
- More than 90.0% (8,531) of the total R&D personnel have research work in the field of agricultural science, natural science, social science, and engineering and technology.
- In general, a little more than one-third (35.0% or 3,598) of the personnel are based in the National Capital Region (NCR) while Autonomous Region in Muslim Mindanao (ARMM) recorded a total of only 28 R&D personnel or about 0.2% of the total, the lowest in the Philippines.
The SRDEHR of the DOST was reviewed and cleared for conduct under the SSRCS of PSA, a mechanism being implemented by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of RA No. 10625 to:
- ensure sound design for data collection;
- minimize the burden placed upon respondents;
- effect economy in statistical data collection;
- eliminate unnecessary duplication of statistical data collection; and,
- achieve better coordination of government statistical activities.
In line with this, HEIs, government agencies and NGOs are enjoined to support the said survey.
