The Philippine Statistics Authority (PSA) approved the clearance for the conduct of the 2020 Monthly Integrated Survey of Selected Industries (MISSI) and the 2020 Producer Price Survey (PPS) on 06 December 2019.

The primary objective of the 2020 MISSI is to provide planners and policy makers in both government and private sectors with timely flash indicators on the performance of growth-oriented industries in the manufacturing sector. The data will be used as inputs to monitor the business cycle of key manufacturing sectors of the economy.

The 2020 MISSI collects data on employment, compensation, value of production, sales from manufacturing activity, other income, inventories of finished products, work-in-progress and raw materials and capacity utilization.

Meanwhile, the 2020 PPS aims to collect producer price data of manufactured commodities by specifications/brand names for the generation of the Producer Price Index (PPI). The PPI measures yearly and monthly changes in the producer prices of key commodities in the manufacturing sector. It is used as deflator in the MISSI to derive indicators such as the Volume of Production Index (VoPI) and Volume of Net Sales Index (VoNSI).

A total of 1,000 establishments with 20 or more employees will be covered in MISSI while 1,000 establishments will be selected to participate in the PPS. The two surveys will utilize a total of Php 9.55 million (i.e., Php 6.12 million for MISSI; Php 3.43 million for PPS) to cover for maintenance and other operating expenses such as travelling expenses, supplies and printing of materials.

Per Executive Order (EO) No. 352 (Designation of Statistical Activities that will Generate Critical Data for Decision-making of the Government and Private Sector), preliminary results of the MISSI and PPS are scheduled to be released 45 days after the reference month.

Meanwhile, the preliminary results of the September 2019 MISSI and PPS are as follows:

  • Average capacity utilization rate for total manufacturing in September 2019 was posted at 84.4 percent. Thirteen (65 percent) of the 20 major industries had at least 80 percent capacity utilization rates during the month.
  • The proportion of establishments that operated at full capacity (90 to 100 percent) was more than one-fourth (27.4 percent) of the total number of establishments for manufacturing in September 2019.
  • The Producer Price Index (PPI, 2000=100) for manufacturing slowly declined at an annual rate of 0.1 percent in September 2019. The decline can be attributed to the decreases in the indices of 13 major industry groups led by petroleum products (-11.5 percent). On the other hand, furniture and fixtures, which climbed by 61.3 percent, led the six major industry groups that posted annual increases. Printing reflected flat growth.
  • On a month-on-month performance, the PPI declined by 0.8 percent in September 2019. In August 2019, the PPI increased at a monthly rate of 1.0 percent and in September 2018, it also ascended by 0.7 percent.

Both surveys were reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

  • ensure sound design for data collection;
  • minimize the burden placed upon respondents;
  • effect economy in statistical data collection;
  • eliminate unnecessary duplication of statistical data collection efforts; and
  • achieve better coordination of government statistical activities.

In line with this, the PSA enjoins the establishments to support the two surveys.
