On 03 September 2019, the Philippine Statistics Authority (PSA) granted clearance to the conduct of the 2019 Highland Vegetable Value Chain Analysis for Use in Policy Formulation and Future Impact Evaluation of Agricultural Trading Centers. The survey will be conducted by the Institute of Social Research and Development, Benguet State University (ISRD-BSU) in cooperation with the Department of Agriculture-Bureau of Agricultural Research (DA- BAR).

The survey aims to:

  • describe the socioeconomic and farm characteristics, production and postharvest practices of highland vegetable farmers;
  • determine the farm level productivity, costs and profitability of selected traded highland vegetable farmers; and
  • map the value chain of selected highland vegetables.

The data items to be collected in the survey include the following:

  • farm and farm profile
  • crop management practices
  • inputs
  • yield
  • post-production handling
  • marketing practices
  • costs and profitability

The survey covers highland vegetable areas in Cordillera Administrative Region (CAR), namely: Benguet, Mountain Province and Ifugao. A total of 500 households will be interviewed for the survey and will utilize a total budget of Php 1.4 million for personal services, maintenance and other operating expenses (MOOE) such as travelling expenses, supplies, printing expenses, and labor and wages.

Results of the survey are expected to be released in January 2020.

The survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations of Republic Act No. 10625 to:

  • ensure sound design for data collection;
  • minimize the burden placed upon respondents;
  • effect economy in statistical data collection;
  • eliminate unnecessary duplication of statistical data collection efforts; and
  • achieve better coordination of government statistical activities.

In line with this, the PSA enjoins the public to support the said survey.
