On 16 October 2023, the Ceremonial Signing of the Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 11909, otherwise known as the "Permanent Validity of the Certificates of Live Birth, Death and Marriage Act" was conducted at Sequoia Hotel located at Mother Ignacia Avenue corner Timog Avenue, Quezon City.

The Ceremonial Signing was spearheaded by the Philippine Statistics Authority through National Statistician and Civil Registrar General Usec. Claire Dennis S. Mapa. Also, present in this event are the representatives of the signatory agencies and association namely, Assistant Secretary Henry S. Bensurto, Jr. from the Department of Foreign Affairs (DFA), Undersecretary Paul Joseph V. Mercado from the Department of Information and Communications Technology (DICT), and Executive Vice President Richard Lacerona representing Ms. Lucena Flores, the President from the Philippine Association of Civil Registrars (PACR).

Undersecretary Adonis P. Sulit of the Department of Social Welfare and Development (DSWD) also attended this remarkable event on behalf of the Secretary of the DSWD to show support on the signing of the new IRR and its further implementation.

Republic Act No. 11909, lapsed into law on 28 July 2022. Under this law, the Philippine Statistics Authority (PSA), through the National Statistician and Civil Registrar General, was tasked to prepare the Implementing Rules and Regulations (IRR).

This piece of legislation enhances efficiency and reduces redundancy as the government strives to streamline processes and eliminate unnecessary requirements for issuing documents. With the issuance of the IRR, end users of civil registry documents, stakeholders, and the public will now be clearly and categorically informed about the permanent validity of the civil registry documents. Therefore, these documents will now be recognized and accepted in all government or private transactions regardless of the date of issuance.
