The Philippine Statistics Authority (PSA) releases for the first time the results of the Provincial Product Accounts (PPA) of the 16 pilot regions outside the National Capital Region (NCR), covering 82 provinces and 17 Highly Urbanized Cities (HUCs) from November to December 2023. The PPA is a mechanism to compile the Gross Domestic Product (GDP) at the subnational level.
This Special Release highlights the economic performance of all provinces and HUCs included in the PPA compilation in 2023, particularly in terms of their Gross Value Added (GVA) of Agriculture, forestry and fishing (AFF).
GVA is defined as the value of output less the value of intermediate consumption.
In terms of GVA of AFF, Tarlac recorded the fastest growth among the provinces and HUCs outside the NCR in 2022.
In terms of GVA of AFF, the province of Tarlac recorded the fastest growth of 17.9 percent in 2022 relative to the other pilot provinces and HUCs. This was followed by Catanduanes, La Union, and Bulacan, with 15.8 percent, 10.2 percent, and 9.6 percent growth respectively. Moreover, top 10 economies with fastest growing AFF in 2022 recorded growths faster than the national growth rate of 0.5 percent. Meanwhile, no HUC was included in the top 10 fastest-growing GVA of AFF. (Figure 1)

Bukidnon accounted for the largest share in the GVA of AFF at the national level.
Among the provinces and HUCs, Bukidnon had the largest share of 7.0 percent to the GVA of AFF at the national level in 2022. This was followed by Nueva Ecija, Pangasinan, and Pampanga, with 4.5 percent, 3.8 percent, and 3.5 percent shares respectively. The provinces included in the top 10 were part of Region X (Northern Mindanao), Region III (Central Luzon), Region I (Ilocos Region), Region II (Cagayan Valley), Region VI (Western Visayas), Region XI (Davao Region), and Region IV-A (CALABARZON). Note: The combined GVA of AFF of the 16 pilot regions based on PPA results as of November 2023 amounted to PhP 1.78 trillion, accounting for 99.98 percent of the national GVA of AFF.
The compilation of PPA has been implemented in all regions in the Philippines as of 2023 except in the NCR, which is scheduled for pilot implementation in 2024. By the year 2025, the PPA is programmed to be institutionalized in all regions which ensures annual compilation of PPA for all provinces and HUCs in the country.
