Approving the Retention of the Existing Composition of Five Technical Committees, Seven Interagency Committees, and One Task Force, and the Reconstitution of One Technical Committee and Six Interagency Committees

APPROVING THE RETENTION OF THE EXISTING COMPOSITION
OF FIVE TECHNICAL COMMITTEES, SEVEN INTERAGENCY COMMITTEES,
AND ONE TASK FORCE, AND THE RECONSTITUTION
OF ONE TECHNICAL COMMITTEE AND SIX INTERAGENCY COMMITTEES

WHEREAS, the National Statistical Coordination Board (NSCB) was created thru Executive Order No. 121 as the highest policymaking and coordinating body on statistical matters in the Philippine Statistical System (PSS);

WHEREAS, to help fulfill its mandate of policymaking and coordination, the NSCB Executive Board creates Technical Committees (TCs), Interagency Committees (IACs) and Task Forces (TFs) to serve as mechanisms for coordination and perform, among others, the following functions:

  1. To serve as fora for the exchange of views and expertise to resolve technical issues and problems arising from the production, dissemination, and use of statistics;
  2. To recommend to the Board appropriate measures for the improvement of statistics, including the statistical frameworks, methodologies and processes for the generation and dissemination of statistics;  and
  3. To recommend to the Board an efficient workable scheme for the allocation of agency responsibilities in the production, dissemination, and archiving of statistics.

WHEREAS, membership in IACs and TFs depends on agency sectoral concerns, while that in TCs requires individual expertise;

WHEREAS, the TCs, IACs and TFs must also address evolving and emerging statistical requirements of stakeholders in the PSS;

WHEREAS, to ensure: (1) enhanced effectiveness and efficiency of the TCs/IACs/TFs, particularly in the performance of the functions for which they were created;  (2)  the needed expertise in the resolution of problems/issues at hand;  (3)  constant interaction and coordination among the member agencies and individual members;  and  (4)  continuance of TC/IAC/TF-initiated activities, the NSCB Technical Staff reviews the composition of each TC/IAC/TF at the start of every year and recommends reconstitution, if deemed necessary;

WHEREAS, guided by the foregoing, the existing compositions of the following five TCs, seven IACs and one TF have been proposed to be retained:

Technical Committee on Population and Housing Statistics
Technical Committee on Price Statistics
Technical Committee on the Seasonal Adjustment of Philippine Time Series
Technical Committee on Statistical Standards and Classifications
Technical Committee on Survey Design
Interagency Committee on Education Statistics
Interagency Committee on Foreign Direct Investment Statistics
Interagency Committee on Gender Statistics
Interagency Committee on Information and Communications Technology Statistics
Interagency Committee on Statistical Information Management and Dissemination
Interagency Committee on Tourism Statistics
Interagency Committee on Trade Statistics
Task Force on Micro, Small and Medium Enterprise Statistics

and the membership of the following TC and six IACs be reconstituted:

Technical Committee on Poverty Statistics
Interagency Committee on Agriculture and Fishery Statistics
Interagency Committee on Environment and Natural Resources Statistics
Interagency Committee on Health and Nutrition Statistics
Interagency Committee on Labor and Productivity Statistics
Interagency Committee on Science and Technology Statistics
Interagency Committee on Security Sector Statistics

WHEREAS, with the expansion of the terms of reference of the Interagency Committee on Science and Technology Statistics to include innovation statistics, there is a need to rename it into the Interagency Committee on Science, Technology and Innovation Statistics;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board approve the:

  1. retention of the existing compositions of the following TCs, IACs and TF for CY 2012 (Annex BR-03-20120209-01):  Technical Committee on Population and Housing Statistics;  Technical Committee on Price Statistics;  Technical Committee on the Seasonal Adjustment of Philippine Time Series;  Technical Committee on Statistical Standards and Classifications;  Technical Committee on Survey Design;  Interagency Committee on Education Statistics;  Interagency Committee on Foreign Direct Investment Statistics;  Interagency Committee on Gender Statistics;  Interagency Committee on Information and Communications Technology Statistics;  Interagency Committee on Statistical Information Management and Dissemination;  Interagency Committee on Tourism Statistics;  Interagency Committee on Trade Statistics;  Task Force on Micro, Small and Medium Enterprise Statistics;
  2. reconstitution of the Technical Committee on Poverty Statistics (Annex BR-03-20120209-02), the Interagency Committee on Agriculture and Fishery Statistics (Annex BR-03-20120209-03), the Interagency Committee on Environment and Natural Resources Statistics (Annex BR-03-20120209-04), the Interagency Committee on Health and Nutrition Statistics (Annex BR-03-20120209-05), the Interagency Committee on Labor and Productivity Statistics (Annex BR-03-20120209-06), and the Interagency Committee on Security Sector Statistics (Annex BR-03-20120209-07);  and
  3. reconstitution and renaming of the Interagency Committee on Science and Technology Statistics into the Interagency Committee on Science, Technology and Innovation Statistics (Annex BR-03-20120209-08).

BE IT RESOLVED FURTHER, that the above TCs/IACs/TF shall prioritize outputs that will address the more urgent statistical concerns such as those required to carry out the programs set forth in the Philippine Development Plan 2011-2016 and Philippine Statistical Development Program 2011-2017.
