APPROVING THE INCLUSION OF THE DATA ON NEW ENTRANTS TO THE LABOR FORCE, THE EXPERIENCED UNEMPLOYED AND THE BASIC PAY OF SALARIED WORKERS, IN THE LABOR FORCE SURVEY

WHEREAS, Executive Order No. 352, "Designation of Statistical Activities That Will Generate Critical Data for Decision Making of the Government and the Private Sector" issued on 1 July 1996, designates the quarterly conduct of the Labor Force Survey (LFS) by the National Statistics Office (NSO);

WHEREAS, NSCB Resolution No. 2, Series of 2000, "Approving the Guidelines on the Modifications to the Designated Statistical Activities" stipulates that modifications on the activity, such as "schedule of data dissemination and methodology particularly those that would significantly affect the implementation of the statistical activity in terms of concepts and coverage of key indicators, extent of response burden, cost-effectiveness, and reliability of results", shall be approved by the NSCB Executive Board;

WHEREAS, recent developments towards globalization pressed the need for more accurate, timely and relevant labor data to be more responsive to the emerging problems and concerns of the country in general and the economy in particular;

WHEREAS, DOLE, NEDA and NWPC have expressed the need for new data items to support their planning/policy-making requirements;

WHEREAS, in view of the above-mentioned considerations, the Inter-agency Committee on Labor, Income and Productivity Statistics (IACLIPS) recommends the inclusion of the following items to the LFS questionnaire: new entrants to the labor force, the experienced unemployed and the basic pay (in cash) of salaried workers;

WHEREAS, the inclusion of the above items can be accommodated in the 2001 budget of the NSO;

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board approve the above-mentioned recommendations of the IACLIPS specifically the inclusion of the data on new entrants to the labor force, the experienced unemployed and the basic pay (in cash) of salaried workers. This approval is subject to the condition that the timelag of the employment data for the LFS should not be adversely affected.
