APPROVING THE CONDUCT OF THE  NATIONAL CONVENTION ON
STATISTICS EVERY THREE YEARS

WHEREAS, a National Convention on Statistics has been conducted periodically by the Philippine Statistical System to (a) provide a forum for exchanging ideas and experiences in the field of statistics and for discussing recent statistical developments and prevailing issues and problems of the Philippine Statistical System and (b) to elicit the cooperation and support of statisticians and professionals in related fields from the government, academe and private sector towards a more responsive statistical system;

WHEREAS, the conduct of the Convention has been led by the NSCB Technical Staff and the other statistical agencies together with the Philippine Statistical Association;

WHEREAS, in the past, the Convention has been funded mainly by government appropriations of the statistical agencies and some donations/contributions from local and international institutions;

WHEREAS, in the 7th National Convention on Statistics in 1998, an issue was raised as to the frequency of holding the convention considering among others the required financial and manpower resources, particularly for the lead agencies;

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED THAT, the Board approve the conduct of the National Convention on Statistics every three years effective the 8th series in 2001, to be led by an inter-agency Steering Committee to be created by the Chair of the NSCB and to be coordinated by the NSCB Technical Staff.

BE IT RESOLVED FURTHER THAT:

1) The Steering Committee shall adopt a fund sourcing strategy for the Convention which may include requesting budgetary appropriations from the national government, donations and other forms of financial assistance as well as charging convention fees from the participants;
2) Government appropriations for preparatory activities and other general expenses of the convention shall be reflected in the budget proposal of the NSCB Technical Staff; and
3) All member agencies in the Philippine Statistical System are enjoined to participate and support the preparation and conduct of every Convention.
