MODIFYING THE TITLES AND METHODOLOGIES
OF THE CENSUS OF ESTABLISHMENTS AND THE QUARTERLY SURVEY OF ESTABLISHMENTS

WHEREAS, Executive Order No. 352, "Designation of Statistical Activities That Will Generate Critical Data for Decision-Making of the Government and the Private Sector," issued on July 1, 1996, designates the conduct of the Census of Establishments (CE) and Quarterly Survey of Establishments (QSE) by the National Statistics Office (NSO);

WHEREAS, the guidelines on the system of designated statistics provide that any modification on the activity, such as the title of the survey and methodology, should be approved by the NSCB Executive Board;

WHEREAS, the NSO sees the need for the changes in the titles of the CE and QSE to Census of Philippine Business and Industry (CPBI) and Quarterly Survey of Philippine Business and Industry (QSPBI), respectively, in order to be more reflective of the data being produced from the said establishment inquiries;

WHEREAS, the NSCB Technical Staff recognizes such need for the changes in the titles to be more responsive to the need for the generation of data at the enterprise level;

WHEREAS, the Technical Committee on Survey Design (TCSD) has reviewed the new methodologies of the CPBI and QSPBI presented by the NSO and recommended them for adoption;

WHEREAS, these modifications on the CE and QSE are part of NSO's plans for an integrated system of establishment inquiries to address issues on timeliness, relevance, and reliability; decentralization of planning and programming functions to local government units; and globalization;

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board approve the recommendations of the NSCB Technical Staff and the TCSD.
