APPROVING THE GUIDELINES ON THE MODIFICATIONS
TO THE DESIGNATED STATISTICAL ACTIVITIES

WHEREAS, a System of Designated Statistics was established under NSCB Memorandum Circular No. 01-94 for the generation of critical data for decision-making of the government and the private sector;

WHEREAS, the soundness of methodology is one of the criteria being used in the designation of statistics;

WHEREAS, Executive Order (EO) No. 352 issued on 1 July 1996 designates a list of statistics and statistical activities including the agency responsible, and other metadata such as frequency of data collection, geographic disaggregation and schedule of availability;

WHEREAS, succeeding NSCB Board Resolutions have been issued to designate additional statistics/activities;

WHEREAS, EO 352 provides that agencies need to always improve the implementation of statistical activities, but "any modification, addition or deletion from the above list shall be approved through a Board Resolution by the NSCB in accordance with its implementing guidelines";

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board approve the Guidelines on the Modifications to the Approved Designated Statistical Activities.

Guidelines on the Modifications to the
Designated Statistical Activities

All agencies are hereby enjoined to adopt the following guidelines on the modifications to the designated statistical activities:

1. Coverage of this Guidelines: All approved designated statistical activities as listed in Executive Order No. 352, and in NSCB Executive Board Resolutions No. 8, s. 1996, No. 3, s. 1997, and No. 1, s. 1998, and all other related Board resolutions to be issued hereon.

2. Modifications to the approved designated statistical activities shall refer to changes in any of the following aspects :

a) Title of designated statistical activity
b) Frequency of conduct
c) Geographic disaggregation
d) Schedule of data dissemination
e) Methodology, particularly those that would significantly affect the implementation of the statistical activity in terms of concepts and coverage of key indicators, sampling design, extent of response burden, cost-effectiveness, and reliability of results.

3. All modifications in the designated statistical activities, as defined above, shall be reported to the NSCB Technical Staff at least three (3) months prior to implementation. The NSCB Technical Staff shall then review the said modifications, in consultation with the designated agency and relevant Inter-Agency Committees/Technical Committees/Task Forces, and submit recommendations to the Board.

4. Once approved by the NSCB Executive Board, the designated agency shall implement accordingly and inform the public of the approved modifications as required under the General Standards for Statistical Information Dissemination (GSSID) issued under NSCB Resolution No. 8, s. 1999.

5. The NSCB Technical Staff shall monitor the implementation of these Guidelines in accordance with the NSCB Executive Board approval.
