APPROVING THE IMPLEMENTATION OF THE PERFORMANCE MEASUREMENT SCHEME FOR NATIONAL STATISTICAL AGENCIES AND OTHER DATA PRODUCERS

WHEREAS, Section 7 of Article III of the Constitution provides that "the right of the people to information on matters of public concern is recognized and that access to official records, and to documents, and papers pertaining to official acts, transactions, or decisions, as well as government research data used as basis for policy development shall be afforded the citizen, subject to such limitations as may be provided by law";

WHEREAS, the Philippine Statistical System (PSS) is a highly decentralized system where many agencies gather, compile, process, aggregate and disseminate data in accordance with their respective mandates;

WHEREAS, the rapidly increasing demand for information has raised user expectations and more pressure on the quality of official data;

WHEREAS, there is a need to monitor and assess the performance of national statistical offices and other data producers in order to determine the capabilities of agencies in responding to the needs of their clients and other stakeholders;

WHEREAS, the results of the monitoring process shall be used for advocacy, promoting public accountability of statistical offices, rationalizing allocation of resources, benchmarking purposes, and for revising the performance measurement, whenever necessary.

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Executive Board approve the performance measurement scheme for national statistical agencies and other data producers.
