Approving the Recommendations of the Task Force on Imports Statistics

APPROVING THE RECOMMENDATIONS OF THE
TASK FORCE ON IMPORTS STATISTICS

WHEREAS, the National Statistics Office (NSO) is the agency mandated to collect and generate data on Foreign Trade Statistics (FTS);

WHEREAS, in June 2002, the Task Force on Imports Statistics, composed of representatives from the Bangko Sentral ng Pilipinas (BSP), NSO, National Statistical Coordination Board (NSCB) and National Economic and Development Authority (NEDA) was created to study and review the imports statistics compiled by NSO;

WHEREAS, the Task Force held a series of discussions/meetings to resolve the issues on imports statistics and submitted its recommendations for consideration of the NSCB Executive Board;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Executive Board approve the following recommendations of the Task Force on Imports Statistics for implementation by concerned agencies:

  1. For the NSO to check the consistency of terminologies and concepts used in the Automated Export Declaration System (AEDS) which is maintained by a private company, E-Connect, with those used in the pre-AEDS system in order to ensure the consistency of the 2003 figures with the previous years. NSO should accordingly validate the 2003 exports figures compiled so far by the AEDS.

  2. For the NSCB to expand the terms of reference on the scope of Statistical Survey Review and Clearance System (SSRCS) to include administrative database record systems that are vital inputs to official statistics. It is recommended that the AEDS be subjected to a clearance review of the Philippine Statistical System.

  3. As a long-term plan, for the NSO to propose a project that will facilitate a comprehensive review of the Philippine trade statistics by international and local experts with the view of formulating recommendations along new internationally accepted practices on collecting/processing trade data under liberalized trade conditions. This project is expected to further enhance the credibility of trade statistics in the country. It is also recommended that NSO explore the availability of experts and other resources from facilities such as the Philippine-Australian Governance Facility (PAGF).

  4. For the NSCB to create an Inter-Agency Committee on Trade Statistics.
