APPROVING THE RECOMMENDATIONS OF THE
INTERAGENCY COMMITTEE ON GENDER STATISTICS

WHEREAS, the NSCB Executive Board issued NSCB Resolution No. 8, Series of 1994, Enjoining Different Agencies to Promote Gender Concerns in the Generation of Statistics in order to make available a comprehensive set of information which is gender-sensitive and will serve as a sound basis for formulating plans and programs aimed at improving the status of women as well as for monitoring the impact of such plans and programs;

WHEREAS, in January 2002, the Interagency Committee on Gender Statistics (IACGS) was created to monitor the overall development of gender statistics in the country and identify and recommend statistical policies to the Board for the generation of data support on gender issues;

WHEREAS, in July 2003, the Task Force on Data Assessment (TFDA), composed of various government agencies and non-government organizations involved in the generation of gender statistics and/or in the provision of gender-related services, was convened to undertake an assessment of existing gender indicators vis-à-vis the statistical requirements of the approved Gender and Development (GAD) Framework, Framework Related to the Protection of Women and Children, and the Framework Plan for Women and identify additional requirements, problems and data gaps, and corresponding measures to address them;

WHEREAS, the IACGS and the TFDA held a series of discussions/meetings/workshops to resolve issues relative to the generation of data support on gender issues and submitted their recommendations for consideration of the NSCB Executive Board;

WHEREAS, pursuant to the annual General Appropriations Act, agencies are tasked to formulate GAD plans and implement the same, utilizing at least five percent of their total budget appropriations;

WHEREAS, pursuant to Joint Circular No. 2004-1 issued by the Department of Budget, National Economic and Development Authority (NEDA), and the National Commission on the Role of Filipino Women (NCRFW), GAD planning and budgeting shall be observed annually and incorporated in all programming and budgeting exercises of agencies;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board approve the recommendations of the IACGS (Annex BR-12-2005-01) for implementation by concerned agencies;

BE IT RESOLVED FURTHER, that the concerned agencies prepare their action plans to implement the recommendations of the IACGS and include these activities in their GAD plans and ensure the continuing efforts in the generation of gender statistics and institutionalize the implementation of the GAD framework. For 2005, initial efforts shall focus on the following activities: (1) NSCB to develop a methodology to measure the Gender and Development Index and Gender Empowerment Measure; (2) NSO and NCRFW to jointly take the lead in conducting a National Time Use Survey considering the results and corresponding recommendations of the 2000 Pilot Time Use Survey, in collaboration with the NSCB and NEDA; and (3) the Department of Environment and Natural Resources (DENR) to look into the possibility of generating indicators measuring the exposure to air and water pollution caused by polluting industries in consultation with other concerned agencies and organizations.
