NSCB Resolution No. 11
Series of 2005

WHEREAS, the overall mission of the Philippine Statistical System (PSS) is to provide adequate, relevant, reliable, timely and accessible statistical information and services to the public and become a proactive statistical system;

WHEREAS, there is a need to define a common framework and direction for the PSS member agencies in formulating their plans and programs;

WHEREAS, the National Statistical Coordination Board (NSCB), the policy-making and coordinating body on statistical matters in the government, is mandated under Executive Order No. 121 to review budgetary proposals of agencies involving statistical operations and submit its evaluation to the Department of Budget and Management (DBM);

WHEREAS, the DBM issued National Budget Memorandum No. 98 for the FY 2006 National Budget Call, providing the guidelines and procedures in the preparation of the 2006 budget proposals and requiring the endorsement of the NSCB on the proposals of agencies involving the System of Designated Statistics as cited in Section 6.5 of the Budget Memorandum;

WHEREAS, the NSCB, thru an Inter-Agency Steering Committee and various inter-agency working groups, is now in the process of formulating the Philippine Statistical Development Program (PSDP) 2005-2010 and pending the formulation of the PSDP, there is a need to define the planning and budgetary thrusts to be adopted by all PSS member agencies in preparing their budget proposals for statistical activities for CY 2006;

WHEREAS, the Planning and Budgetary Thrusts for Statistical Activities for CY 2006 are in consonance with the framework of the PSDP 2005-2010 with priority target areas identified by the NSCB for CY 2006;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board approve the Planning and Budgetary Thrusts for Statistical Activities for CY 2006 (Annex BR-11-2005-01).

BE IT RESOLVED FURTHER, that all PSS member agencies be enjoined to incorporate in their budget proposals for CY 2006 the requirements to achieve the approved thrusts and targets. The concerned agencies shall submit to the NSCB the budget proposals for statistical activities for CY 2006 which shall be evaluated by the NSCB Technical Staff in accordance with the approved thrusts and targets. The NSCB shall inform the agencies of the results of its evaluation for endorsement to the DBM.
