APPROVING THE GENERAL POLICY ON REVISING THE DATA ON
AGRICULTURAL PRODUCTION, PRICES AND RELATED STATISTICS OF
THE BUREAU OF AGRICULTURAL STATISTICS

WHEREAS, the National Statistical Coordination Board (NSCB) was created by virtue of Executive Order No. 121 as the highest policy-making and coordinating body on statistical matters;

WHEREAS, the NSCB is mandated to prescribe uniform standards and classification systems in government statistics;

WHEREAS, the Inter-Agency Committee on Agriculture, Fishery and Forestry Statistics (IACAFFS) created through NSCB Memorandum Order No. 1-95, dated July 6, 1995 and reconstituted under Memorandum Order No. 0040, Series of 2003, serves as forum for the discussion and resolution of issues pertaining to the generation of agriculture, fishery and forestry statistics;

WHEREAS, the Bureau of Agricultural Statistics (BAS) is designated as the central information source and server of the National Information Network (NIN) of the Department of Agriculture and collects, compiles and releases official agricultural statistics including the Report of the Performance of Philippine Agriculture (RPA);

WHEREAS, the RPA includes data on volume of production, value of production and farm gate prices of agricultural crops, livestock, poultry and fishery;

WHEREAS, the current practice of BAS is to update and revise estimates as additional data become available;

WHEREAS, the data support for the Agriculture sector crucial in the compilation of the Quarterly National Accounts comes mainly from the BAS, which generates the RPA on a quarterly basis;

WHEREAS, the NSCB Executive Board thru Resolution No. 8, series of 1997 approved the updating of the Quarterly Accounts for each quarterly estimation round to be limited to the immediately preceding quarter, and for the rest of the past quarters to be done only during the May round of estimates;

WHEREAS, the Board likewise issued Resolution No. 8, series of 1999 providing for the adoption of the General Standards on Statistical Information Dissemination (GSSID) which include among others, the Standards to Promote Accuracy, Transparency and Integrity of the Philippine Statistical System (PSS);

WHEREAS, the GSSID emphasized the need to keep users informed of revisions, anticipated delays in release, and changes in methodology as well as on-going activities and plans for improvement;

WHEREAS, as a result of these developments as well as recognizing the need to formulate a policy on revision of agricultural data, the IACAFFS has approved during its meeting last March 28, 2005, the IACAFFS Resolution No. 1, series of 2005, endorsing to the Board the general policy on revision of agricultural production, prices and related statistics of the BAS;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board approve the revision of quarterly estimates on agricultural production, prices and related statistics of the BAS to be limited to the immediately preceding quarter and for the past three years with quarterly breakdown to be done only during May of the current year.
