APPROVING THE RECOMMENDATIONS OF THE TASK FORCE
ON THE MEASUREMENT OF ELECTRONIC COMMERCE

WHEREAS, the government recognizes the potentials and impact of electronic commerce on the economy and society as embodied in Republic Act No. 8792, otherwise known as the Electronic Commerce Act, and accordingly encourages the active participation in electronic commerce activities by both the government and the private sector;

WHEREAS, the Philippine Statistical System (PSS) responds to prevailing and emerging statistical concerns by providing statistics and other indicators as basis for policy setting and decision making;

WHEREAS, the NSCB created the Task Force on the Measurement of Electronic Commerce on 04 December 2000 to formulate the definition of electronic commerce that will be used for measurement purposes and determine its coverage considering local and international issues and concerns;

WHEREAS, the Task Force has finalized its report and is now seeking the approval and adoption of its recommendations as contained in the Recommendations of the Task Force on the Measurement of Electronic Commerce (Annex BR-16-2006-01);

WHEREAS, one of the Task Force’s recommendations is the creation of an Inter-Agency Committee (IAC) on Information and Communications Technology (ICT) Statistics to serve as a forum for the discussion and resolution of the issues pertaining to e-Commerce statistics and to ICT statistics in general;

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Executive Board approve the recommendations of the Task Force on the definition, statistical framework and indicators on the measurement of Electronic Commerce.

BE IT RESOLVED FURTHER, that:

1. the Task Force, having completed its work, be hereby dissolved; and

2. an IAC on ICT Statistics be created by the NSCB to serve as a forum for the discussion and resolution of the issues pertaining to e-Commerce statistics and to ICT statistics in general and implement the recommendations of the Task Force.
