DESIGNATING THE NATIONAL STATISTICAL COORDINATION BOARD AS
THE NATIONAL CENSUS COORDINATING BOARD FOR THE
CONDUCT OF THE 2006 CENSUS OF POPULATION

WHEREAS, Executive Order No. 121, otherwise known as Reorganization Act of the Philippine Statistical System, declared that the National Statistics Office (NSO) shall be the major statistical agency responsible for generating general-purpose statistics and for undertaking such censuses and surveys as may be designated by the National Statistical Coordination Board (NSCB);

WHEREAS, Executive Order No. 352, Designation of Statistical Activities that will Generate Critical Data for Decision-Making of the Government and the Private Sector, issued on July 1, 1996, designated the conduct of the Mid-Decade Census of Population every 10 years by the NSO;

WHEREAS, the next Census of Population and Housing pursuant to Batas Pambansa Blg. 72 will be conducted in 2010, which is four years away from 2006;

WHEREAS, there is a need to conduct the Census of Population in 2006 in order to update the information regarding the count and socio-demographic characteristics of the population;

WHEREAS, pursuant to the aforesaid need and Executive Orders, the Census of Population (POPCEN) will be conducted in November 2006;

WHEREAS, pursuant to the provision of Batas Pambansa Blg. 72, the National Census Coordinating Board (NCCB) shall be created at the national level to issue rules and regulations as may be necessary to ensure the successful conduct of the census;

WHEREAS, for the province, city and municipality level, the Provincial, City/Municipality Coordinating Boards (P/C/MCCB) shall be created as per NSCB Resolution No. 6, Series of 2006;

WHEREAS, one of the functions of the NSCB as specified in Executive Order No. 121 is to establish appropriate mechanism for statistical coordination at the regional, provincial and city levels;

WHEREAS, the NSCB can be designated as the NCCB for the POPCEN 2006 based on the aforesaid function;

WHEREAS, the chairmanship and membership of the NCCB shall be the same as those of the NSCB which is composed of the following:

Director-General of National Economic and Development Authority - Chairman
Undersecretary of Department of Budget and Management – Vice Chairman

Undersecretaries of the following departments:

Department of Agrarian Reform
Department of Agriculture
Department of Education
Department of Energy
Department of Environment and Natural Resources
Department of Finance
Department of Foreign Affairs
Department of Health
Department of Justice
Department of Labor and Employment
Department of the Interior and Local Government
Department of National Defense
Department of Public Works and Highways
Department of Science and Technology
Department of Social Welfare and Development
Department of Trade and Industry
Department of Transportation and Communications
Department of Tourism

Secretary General of the National Statistical Coordination Board
Administrator of the National Statistics Office
Deputy Governor of the Bangko Sentral ng Pilipinas
Director of Statistical Research and Training Center
Private Sector Representative

WHEREAS, the Administrator of the NSO shall serve as the Executive Officer of the NCCB who is responsible for the formulation and execution of plans for undertaking the census of population;

WHEREAS, the NCCB and P/C/MCCB shall assist the NSO with the facilities, publicity, and any assistance that it requires in the conduct of the POPCEN 2006.

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED that the NSCB Executive Board approve the designation of NSCB as the NCCB for the POPCEN 2006.

BE IT RESOLVED FURTHER that resources be on a cost-sharing basis as may be deemed appropriate by parties concerned.
