ENDORSING THE SUPPLEMENTAL BUDGET FOR THE 2006 CENSUS OF POPULATION AND THE 2006 FAMILY INCOME AND EXPENDITURE SURVEY

WHEREAS, Executive Order No. 121, otherwise known as the Reorganization Act of the Philippine Statistical System, declared that the National Statistics Office (NSO) shall be the major statistical agency responsible for generating general-purpose statistics and for undertaking such censuses and surveys as may be designated by the National Statistical Coordination Board (NSCB);

WHEREAS, Executive Order No. 352, Designation of Statistical Activities That Will Generate Critical Data for Decision Making of the Government and the Private Sector, issued on July 1, 1996, designates the conduct of the Mid-Decade Census of Population (PopCen) every ten years by the NSO;

WHEREAS, a population census is necessary to have updated population data as basis for the Internal Revenue Allocation, apportionment of congressional seats, creation of new geographic units (barangays, municipalities, cities, provinces) and to have updated population indicators in compliance with the country’s international commitments;

WHEREAS, a family income and expenditure survey (FIES) is necessary to have updated data on income and expenditure, sources of income and income distribution, levels of living and spending pattern and the degree of inequality, and as input to update the weights in the estimation of consumer price index and in the estimation of the country’s poverty threshold and incidence;

WHEREAS, the supplemental budget for the 2006 PopCen and the 2006 FIES will be pursued in case the General Appropriations Act for 2006 is not enacted by the end of February 2006, or if a re-enacted budget is implemented;

WHEREAS, the cost of conducting the 2006 PopCen scheduled in November 2006 and the first round of 2006 FIES to be conducted in July 2006 is PhP1.3 billion and PhP32.7 million, respectively.

WHEREAS, the NSO needs to conduct a bidding for the printing of questionnaires, manuals and other census/survey materials/instruments in March 2006 to ensure the timely delivery of forms to the NSO provincial and district offices;

WHEREAS, in order to ensure smooth implementation of the preparatory activities for the 2006 PopCen and 2006 FIES, such as publicity campaigns, printing and shipment of questionnaires, Enumerator’s Manuals and other census/survey materials, and the conduct of trainings of enumerators and supervisors, the Notice of Cash Allocation (NCA) that will support the implementation of such activities should be issued by March 2006;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED that the Board endorse to the Department of Budget and Management (DBM) the proposal for a supplemental budget for the 2006 PopCen and the 2006 FIES.

BE IT RESOLVED FURTHER that the NSO apprise the DBM of the urgent need for resources by March 2006 to be able to conduct the 2006 PopCen in November 2006 and the first round of FIES in July 2006.
