APPROVING AND ADOPTING THE FRAMEWORK ON THE
PROVISION OF STATISTICAL PRODUCTS AND SERVICES OF THE
PHILIPPINE STATISTICAL SYSTEM

WHEREAS, Article 7, Section III of the Constitution stipulates that “The right of the people to information on matters of public concern shall be recognized. Access to official records, and to documents and papers pertaining to official acts, transactions, or decisions, as well as to government research data used as basis for policy development, shall be afforded the citizen, subject to such limitations as may be provided by law.”

WHEREAS, the PSS recognizes the importance and necessity of disseminating statistical information to a wide range of users to help them in decision making and for a better understanding of the changes in and structures of the various sectors of society;

WHEREAS, due to the limited government budgetary allocation for statistical activities, the PSS can not provide sufficient and free access to many statistical products and services;

WHEREAS, the ever-increasing demand for information to maintain our competitiveness in the global market has challenged the PSS to enhance the quality of its products and services and to disseminate more statistics/statistical information;

WHEREAS, the limited government budget for statistical activities should not constrain the PSS from providing statistical information needed by users;

WHEREAS, for the PSS to be able to deliver the statistical products and services needed by users, it is necessary to charge fees for some of the PSS outputs;

WHEREAS, there are prevailing issues as to what and how much statistical products and services shall be sold;

WHEREAS, there is a need to identify the statistical products and services to be covered by the pricing policy taking into consideration the public good obligation of the government;

WHEREAS, the National Statistical Coordination Board (NSCB) issued Resolution No. 10 dated October 29, 1997 for the adoption of the Government Statistics Accessibility Program (GSAP) to widen knowledge and facilitate faster and sounder decision-making by making statistical information and services more accessible and to maximize the benefits from the investments made in data collection;

WHEREAS, the General Appropriations Act (GAA) explicitly allows government agencies to sell their products and services;

WHEREAS, Executive Order No. 159-1994 directs government agencies to revise their pricing scheme to allow full cost recovery;

WHEREAS, the NSCB issued Resolution No. 11 dated June 16, 1999 on the implementation of the Pricing Policy of the PSS to develop a standard pricing policy among providers of statistical information and services;

WHEREAS, the NSCB spearheaded the formulation of a framework on the provision of PSS products and services in consultation with various statistics-producing agencies;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED that the Executive Board approve the Framework on the Provision of Statistical Products and Services of the Philippine Statistical System (PSS) (Annex BR-01-2006-01), for adoption by all concerned.
