Approving the Data Items to be Included in the 2010 Census of Population and Housing

APPROVING THE DATA ITEMS TO BE INCLUDED
IN THE 2010 CENSUS OF POPULATION AND HOUSING

WHEREAS, Batas Pambansa (BP) Blg. 72 provides for the taking of an integrated census every 10 years beginning in 1980, in accordance with the plans to be prepared by the then National Census and Statistics Office, now the National Statistics Office (NSO);

WHEREAS, pursuant to this legal mandate, the 2010 Census of Population and Housing (CPH) will be conducted in May 2010, with May 1 as reference date;

WHEREAS, NSCB Resolution No. 2, Series of 1990, provides that questions and/or rider questionnaires to be included in a census must be screened and approved by the NSCB Executive Board;

WHEREAS, the Technical Committee on Population and Housing Statistics (TCPHS) is tasked to provide expert advice in the development of an efficient system of population and housing data production;

WHEREAS, the NSO presented the data items proposed to be included in the 2010 CPH for approval of the Board in its third quarter meeting held on 16 September 2009;

 WHEREAS, the Board instructed the TCPHS to review the CPH questionnaires, confer with NSO and submit their recommendations to the Board for approval thru a referendum;

 WHEREAS, the TCPHS, in a special meeting convened on 23 September 2009, deliberated on the data items and submitted its recommendations for consideration of the Board (Annex BR-22-20091111-01);

WHEREAS, after an evaluation and review of the TCPHS recommendations, the members of the Board affirmed by majority vote thru a referendum carried out from 29 September to 09 October 2009 the recommendations of the TCPHS on the data items (Annex BR-22-20091111-02);

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED that the Board approve the following:

  1. Inclusion of the proposed census data items (Annex BR-22-20091111-03) as prepared by NSO and concurred in by the TCPHS in the 2010 CPH (all 26 Board members voting in the affirmative);
  2. The TCPHS recommendation to include maternal mortality in CPH Form 2 for a complete coverage of households (all Board members in the affirmative, except one);  and
  3. The Committee recommendation to drop maternal mortality from the census if it cannot be accommodated in Form 2 due to resource constraints (16 Board members or 62 percent in the affirmative).
