RECOGNIZING AND ENJOINING SUPPORT
TO THE NATIONAL HOUSEHOLD TARGETING SYSTEM
FOR POVERTY REDUCTION BEING IMPLEMENTED
BY THE DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT
AS A TOOL TO IDENTIFY BENEFICIARIES
OF SOCIAL PROTECTION PROGRAMS

WHEREAS, the Philippine Statistical System (PSS), as defined under Executive Order No. 121 (EO 121) Section 3, consists of the major statistical agencies, all ministries (now departments), bureaus, offices, agencies and instrumentalities of the national and local government and all government-owned or controlled corporations and their subsidiaries that are engaged in statistical activities either as their primary functions or as part of their administrative or regulatory functions;

WHEREAS, by virtue of the foregoing provision of EO 121, the Department of Social Welfare and Development (DSWD) is a member of the PSS;

WHEREAS, the DSWD, in its efforts to alleviate the poverty situation in the country, developed the National Household Targeting System for Poverty Reduction (NHTS-PR) as part of its reform agenda, an offshoot of the National Sector Support for Social Welfare and Development Project;

WHEREAS, the DSWD, towards achieving its vision of a society where poor, vulnerable and disadvantaged individuals, families and communities are empowered for an improved quality of life, developed this data management system to give a human face behind the statistics on poverty;

WHEREAS, the NHTS-PR aims to identify who and where the poor are in the country and to serve as a response mechanism that guarantees that the poor are able to avail of the benefits of social protection programs;

WHEREAS, the NHTS-PR would allow for the efficient allocation of government resources and services to the poor through formulation of common criteria for the selection of the poorest population and improved coordination among Social Protection Agencies;

WHEREAS, the data generated from the NHTS-PR shall be used for:
(1) social services provision;  (2)  enrolment in poverty reduction programs;  (3)  academic advancement;  (4)  research;  and  (5)  program or project development, among others;

WHEREAS,the NHTS-PR, during its presentation to the Cabinet and the NEDA Board, has been acknowledged as a program that genuinely attends to the needs of the poor;

WHEREAS, the NSCB Executive Board likewise recognizes the relevance of the NHTS-PR in enriching the statistical information that supports programs on poverty alleviation;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board recognize NHTS-PR as a tool to facilitate the identification of eligible beneficiaries of government’s social protection programs and commend the DSWD for this initiative;

BE IT RESOLVED FURTHER that the data generated from the NHTS-PR be made accessible by the DSWD to users in national government agencies, local government units, and non-government organizations, for policy- and decision-making, formulation and implementation of programs aimed at reducing poverty in the country subject to existing provisions on sharing of information for statistical purposes, and in accordance with DSWD’s Administrative Order No. 02, s. 2009 – “Guidelines on the Sharing of Data Generated from the National Household Targeting System for Poverty Reduction.”
