DESIGNATING THE NATIONAL STATISTICAL COORDINATION BOARD
AS THE NATIONAL CENSUS COORDINATING BOARD
FOR THE CONDUCT
OF THE 2010 CENSUS OF POPULATION AND HOUSING
AND FOR ALL POPULATION CENSUSES THEREAFTER
WHEREAS, Batas Pambansa (BP) Blg. 72 provides for the taking of an integrated census every 10 years beginning in 1980, in accordance with the plans to be prepared by the then National Census and Statistics Office, now the National Statistics Office (NSO);
WHEREAS, pursuant to this legal mandate, the 2010 Census of Population and Housing (CPH) will be conducted in May 2010, with May 1 as reference date;
WHEREAS, BP Blg. 72 provides that the National Census Coordinating Board (NCCB) shall be created at the national level and local boards shall be created at the regional, provincial, city, and municipal levels to ensure the successful conduct of the census;
WHEREAS, one of the functions of the NSCB as specified in Executive Order No. 121 is to establish appropriate mechanisms for statistical coordination at the different geographic levels;
WHEREAS, with this mandated function, the NSCB can be designated as the NCCB for the 2010 CPH, and for all population censuses thereafter;
WHEREAS, the chairmanship and membership of the NCCB shall be the same as those of the NSCB, which is composed of the following:
Director-General of National Economic and Development Authority – Chairman
Undersecretary of Department of Budget and Management – Vice Chairman
Undersecretaries of the following departments:
Department of Agrarian Reform
Department of Agriculture
Department of Education
Department of Energy
Department of Environment and Natural Resources
Department of Finance
Department of Foreign Affairs
Department of Health
Department of the Interior and Local Government
Department of Justice
Department of Labor and Employment
Department of National Defense
Department of Public Works and Highways
Department of Science and Technology
Department of Social Welfare and Development
Department of Trade and Industry
Department of Transportation and Communications
Department of Tourism
Secretary General of the National Statistical Coordination Board
Administrator of the National Statistics Office
Deputy Governor of the Bangko Sentral ng Pilipinas
Director of the Statistical Research and Training Center
City Mayor representing the League of Cities of the Philippines
Private Sector Representative
WHEREAS, the Administrator of the NSO shall serve as the NCCB Executive Officer, who is responsible for the formulation and execution of plans for undertaking the census;
WHEREAS, the NCCB and the local boards shall assist the NSO with the provision of facilities, conduct of publicity activities, and other assistance that it may require in the conduct of the 2010 CPH;
NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED that the Board approve the designation of NSCB as the NCCB for the 2010 CPH and for all population censuses thereafter;
BE IT RESOLVED FURTHER that the resources needed to carry out the responsibilities of the NCCB be on a cost-sharing basis as may be deemed appropriate by parties concerned.
