Approving and Adopting the Modifications in the Designated Statistical Activities of the Bureau of Agricultural Statistics and Bureau of Labor and Employment Statistics – Batch 1

APPROVING AND ADOPTING THE MODIFICATIONS IN THE DESIGNATED STATISTICAL ACTIVITIES OF THE BUREAU OF AGRICULTURAL STATISTICS 
AND BUREAU OF LABOR AND EMPLOYMENT STATISTICS – BATCH 1

WHEREAS, Executive Order (EO) No. 352 - “Designation of Statistical Activities That Will Generate Critical Data for Decision Making of the Government and the Private Sector,” issued on July 1, 1996, established the System of Designated Statistics (SDS) in the Philippine Statistical System (PSS);

WHEREAS, EO 352 provides that the quality of these designated statistics needs to be continuously improved to address the needs of data users and that the SDS is a dynamic process that allows for updating to keep attuned to the emerging demands of data users;

WHEREAS, per EO 352 and NSCB Resolutions No. 8, Series of 1996, No. 3, Series of 1997, and No. 1, Series of 1998, there have been 60 designated statistical activities being implemented by 20 agencies under the SDS, as approved based on the criteria cited in Memorandum Circular No. 01-94;

WHEREAS, the number of designated statistical activities was reduced to 57 as a result of: (a) integration of National Health Survey and National Demographic Survey of the National Statistics Office (NSO) in 1998 to become National Demographic and Health Survey (NDHS); (b) discontinuance of the Annual Survey of Construction Projects of Local Government Units of NSO in 2003 since data could be sourced through the Department of the Interior and Local Government (DILG); and (c) discontinuance of the Employment, Hours and Earnings Survey of the Bureau of Labor and Employment Statistics (BLES) in 2002 to become part of the BLES Integrated Survey (BITS);             

WHEREAS, any modification, addition or deletion from the list of designated statistics shall be approved through a Board Resolution in accordance with implementing guidelines per EO 352, and NSCB Resolution No. 2, Series of 2000 provides the guidelines on the modifications to the designated statistical activities;

WHEREAS, for the purpose of identifying the priority data to be generated, the NSCB Technical Staff has added “key indicators” in the SDS metadata which contains the following: (a)  title of activity; (b) implementing agency; (c) frequency; (d) geographic disaggregation; and (e) schedule of data dissemination;

WHEREAS, the Bureau of Agricultural Statistics (BAS), with 11 designated statistical activities, has proposed modifications in its three designated surveys: (a) Rice and Corn Survey; (b) Palay and Corn Stocks Survey; and (c) Municipal Fish Catch Survey (Inland), to rename the surveys to put emphasis on palay production and rice stocks and  for the improvement in the schedule of data dissemination of the surveys; 

 WHEREAS, the BLES, now with only the Occupational Wages Survey (OWS) as its designated statistical activity, has proposed modification in the frequency of conduct, taking into consideration that the wage rates on an annual basis would not provide much change;

WHEREAS, after review and evaluation, the NSCB Technical Staff and the Interagency Committee on Agriculture and Fishery Statistics (IACAFS) and Interagency Committee on Labor and Productivity Statistics (IACLPS) are recommending for approval of the Board the proposed modifications in the designated statistical activities of BAS and BLES, respectively;

WHEREAS, further recommendation was raised during the Board meeting that the frequency of conduct of the OWS be reviewed after five years to determine whether every two years or annual will be the right frequency;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board approve the first batch of modifications involving three designated statistical activities of BAS and one designated statistical activity of BLES for implementation under the SDS (Annex BR-11-20090706-01);

BE IT RESOLVED FURTHER, that the NSCB Technical Staff, in coordination with BLES and IACLPS, review after five years the frequency of conduct of the Occupational Wages Survey to consider evolving concerns.
