ADOPTION OF THE INTERIM METHODOLOGY
FOR SCHOOL-AGE POPULATION ESTIMATES
AT THE NATIONAL AND SUBNATIONAL LEVELS FOR 2008 TO 2016
FOR THE DEPARTMENT OF EDUCATION
 

WHEREAS, the Department of Education (DepEd) has an urgent need for updated school-age population estimates at the national level as data inputs for its overall planning, programming, and monitoring activities, and for the Philippine Development Plan and other national sectoral plans, and at the subnational levels to be used by regional and local planners, policymakers, and program managers during noncensus years;

WHEREAS, per the System of Designated Statistics, a new set of official population projections is scheduled to be prepared within one year after the release of the detailed results of the 2010 Census of Population and Housing (CPH), which in turn are scheduled to be released in July 2012;

WHEREAS, in cognizance of the urgent need for updated school-age population estimates for the DepEd, the Technical Committee on Population and Housing                  Statistics (TCPHS), in its special meeting on 5 April 2011, reviewed an estimation method prepared by the Department and suggested improvements to come up with the proposed interim estimation methodology for 2008 to 2016, using the geometric growth rate of the population based on the 2000 and 2007 censuses and combined with prorating for the age and sex distribution;

WHEREAS, the TCPHS also recognized that in view of the concerns raised by various sectors on the 2007 census figures for the Autonomous Region in Muslim Mindanao (ARMM), there is a critical need to undertake a special analysis of the ARMM population census results;

WHEREAS, the TCPHS has thus endorsed for approval of the NSCB Executive Board the proposed interim methodology for estimating the school-age population for 2008 to 2016, with a recommendation that a special analysis of the 2007 and 2010 ARMM census results be undertaken by the National Statistics Office;

WHEREAS, the Board suggested that the special analysis of the ARMM population count be conducted independently, to be coordinated by the Statistical Research and Training Center (SRTC);

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED that the Board approve the interim population estimation methodology proposed by the DepEd and endorsed by the TCPHS (Annex BR-11-20110902-01) for planning and policy/decision-making purposes until such time that the results of the 2010 CPH are made available and a new set of official population projections is prepared;

BE IT RESOLVED FURTHER that:

  1. School-age population estimates for 2008 to 2016 be released by DepEd after presentation to the TCPHS;
  2. School-age population estimates likewise be prepared by DepEd for 2000 to 2007 using the same methodology, to serve as provisional figures to be utilized for the computation of relevant indicators for analytical purposes;
  3. A special independent analysis of the 2007 and 2010 census results for ARMM, to be coordinated by SRTC, be undertaken and the findings be reported to the Board and disseminated immediately.
