Approving and Adopting the Scope and Coverage of the Philippine Information Economy

APPROVING AND ADOPTING THE SCOPE AND COVERAGE
OF THE PHILIPPINE INFORMATION ECONOMY

WHEREAS, the 1987 Philippine Constitution provides that the “State shall recognize the vital role of communication and information in nation-building;”

WHEREAS, Republic Act (RA) 7925 or the Public Telecommunications Policy Act, RA 8792 or the Electronic Commerce Act of 2000, and Executive Order 269 Creating the Commission on Information and Communications Technology, all recognize the importance of information and communications technology (ICT) in national development;

WHEREAS, the Philippine Development Plan (PDP) 2011-2016 articulates the government’s thrust to promote the development of e-commerce and ICT and related industries in the country;

WHEREAS, the National Statistical Coordination Board (NSCB), the highest policymaking and coordinating body on statistical matters in the government, which is mandated under Executive Order No. 121 to develop, prescribe and maintain appropriate frameworks for the improvement of statistical coordination, recognizes the urgent need to address the increasing demand for statistical information on ICT and related industries to better measure its contribution to the Philippine economy;

WHEREAS, the ICT sector has evolved to comprise a wider range of industries and products, that is now referred to as Information Economy by the Organisation for Economic Co-operation and Development (OECD) and the United Nations Statistics Division (UNSD);

WHEREAS, the OECD defines Information Economy as consisting of economic activities of industries that produce content, and of the ICT industries that move and display the content, and that these economic activities include the use of information and of ICT products by both people and business;

WHEREAS, there is a need to define the scope and coverage of the Information Economy in the Philippines and to identify the various industries and products in the country based on the OECD definition and the UNSD classification systems (i.e. ISIC Rev. 4 and CPC Ver. 2.0) to ensure harmonization and comparability of statistics at the national and international levels;

WHEREAS, the scope and coverage of the Information Economy in the Philippines will serve as basis for the formulation of the statistical framework to guide the generation, compilation, and dissemination of Philippine ICT and related statistics that would measure its contribution to the national economy;

WHEREAS, the Interagency Committee on Information and Communications Technology Statistics, after thorough discussion with consideration on international comparability as well as of the importance of measuring the economic contribution of the information economy, has identified and reviewed the scope and coverage of the Philippine Information Economy for endorsement to the NSCB Executive Board;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board approve the Scope and Coverage of the Philippine Information Economy (Annex BR-06-20110524-01) for adoption of PSS member agencies.
