ENDORSING THE BUDGET OF THE AGENCIES OF THE PHILIPPINE STATISTICAL SYSTEM FOR FY 2012 TO THE DEPARTMENT OF BUDGET AND MANAGEMENT
WHEREAS, the overall mission of the Philippine Statistical System (PSS) is to provide adequate, relevant, reliable, timely and accessible statistical information and services to the public;
WHEREAS, the NSCB Executive Board is mandated:
- per Executive Order (EO) No. 121, to review budgetary proposals involving statistical operations and submit an integrated budget for the PSS to the Department of Budget and Management (DBM); and
- per NSCB-NEDA-DBM Joint Circular No. 1, s. 1997, to review the proposed budgets for all activities under the System of Designated Statistics pursuant to EO 352, and submit to the DBM its recommendations;
WHEREAS, the National Budget Call (NBC) issued by the DBM on 30 December 2010 reiterates that budget proposals for the conduct of designated statistical activities pursuant to EO 352 for FY 2012 shall require the endorsement of the NSCB Executive Board;
WHEREAS, the PSS, cognizant of the importance of ensuring a linkage between planning and budgeting, defined the budgetary thrusts for the PSS for FY 2012 thru NSCB Resolution No. 1, s. 2011;
WHEREAS, 12 agencies prepared and submitted their respective budgets for statistical activities to the NSCB Technical Staff on or before the 25 March 2011 deadline based on the budgetary thrusts and the NBC guidelines for review and endorsement to the NSCB Executive Board;
WHEREAS, the NSCB Technical Staff has reviewed the proposed statistical budgets of these 12 PSS agencies, in consultation with the agencies concerned, for approval of the NSCB Executive Board, and for subsequent endorsement to the DBM;
WHEREAS, the other agencies which failed to submit by the NSCB deadline will submit their respective budget proposals for statistical activities for Board approval thru referendum to be endorsed also to the DBM;
NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED that the Board approve and endorse to the DBM the budgets for statistical activities of the 12 agencies: five major statistical agencies, three agencies with designated statistics, and four agencies with no designated statistics for FY 2012 comprising the first batch, as follows:

BE IT RESOLVED FURTHER that the Board consider via referendum the second batch of NSCB budget recommendations to include the budgets for statistical activities that will be submitted by other agencies that did not meet the deadline.
