Approving the Budgetary Thrusts of the Philippine Statistical System for CY 2012

APPROVING THE BUDGETARY THRUSTS
OF THE PHILIPPINE STATISTICAL SYSTEM FOR CY 2012

WHEREAS, the overall mission of the Philippine Statistical System (PSS) is to provide adequate, relevant, reliable, timely and accessible statistical information and services to the public;

WHEREAS, there is a need to: (a) undertake continuous improvements for the PSS to deliver more quality statistical products and services; and (b) define a common framework and direction for the PSS in order to attain its goals and objectives;

WHEREAS, the National Statistical Coordination Board (NSCB), the policy-making and coordinating body on statistical matters in the government, is mandated under Executive Order No. 121 to review budgetary proposals of agencies involving statistical operations and submit its recommendations to the Department of Budget and Management (DBM);

WHEREAS, in the annual National Budget Memorandum issued by the DBM, budget proposals for the conduct of designated statistical activities pursuant to Executive Order No. 352 shall necessitate the endorsement of the NSCB;

WHEREAS, there is a need to define the budgetary thrusts to be adopted by all PSS member agencies at the national and subnational levels for planning and in preparing their budget proposals for statistical activities for CY 2012 pending the formulation and approval of the directions and thrusts for the Philippine Statistical Development Program (PSDP) 2011-2017;

WHEREAS, the PSDP, which is prepared every six years, sets the directions, strategies and priorities of the PSS, and provides vital information support to the Medium-Term Philippine Development Plan (MTPDP);

WHEREAS, the budgetary thrusts for CY 2012 are in consonance with the key result areas of the PSDP 2005-2010, taking into consideration the platform of government of President Aquino and priority targets of the PSS for the year through consultations with the various interagency committees;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED that the Board approve the following Budgetary Thrusts of the PSS for CY 2012:

  1. Development of effective statistical policies and coordination mechanisms to address statistical development challenges in the PSS at the national and subnational levels; 

  2. Improvement in the statistical frameworks, statistical standards, and methodologies for censuses/surveys and administrative-based reports to generate more relevant, more reliable, and more timely statistical information crucial to development planning and decision-making and for effective governance;

  3. Generation of relevant and quality statistics and indicators on the country’s economic, social and environmental development and progress aimed at addressing current, new and emerging information needs, such as on poverty, millennium development goals (MDGs), climate change, governance, measures of progress of society, and other sectors/areas of concern that may affect national development;

  4. Improvement in the dissemination, communication and utilization of statistics, including but not limited to data sharing, data archiving, advocacy, and maximized use of information technology in statistical processes;

  5. Strengthening of the institutional capacity of the PSS agencies at the national and subnational levels to include human, physical, and other resources;

  6. Strengthening of the subnational statistical systems to generate more locally-disaggregated data in support of countryside development;

  7. Conduct of more relevant statistical research to improve current methodologies for the generation of statistics and indicators and to respond to the current and emerging needs and demands;

  8. Enhancement of cooperation of the PSS with the international statistical community through sharing of experiences, practices and expertise on statistics as well as adherence to international commitments, such as the ASEAN Framework of Cooperation in Statistics, and adoption of internationally-recognized statistical principles, declarations and best practices.

BE IT RESOLVED FURTHER, that:

  1. The formulation of the thrusts and priorities of the PSDP 2011-2017 shall also be guided by the budgetary thrusts identified herein.

  2. All PSS member agencies be encouraged to:
    1. coordinate with the DBM on the provision of a separate line item for statistical activities;
    2. consider the relevant budgetary thrusts in their respective Organizational Performance Indicators Framework (OPIF), ensuring that statistical activities under the System of Designated Statistics (SDS) are prioritized; and
    3. incorporate in their agency budget proposals for CY 2012 the requirements to achieve the above thrusts as well as the thrusts and priorities to be identified in the PSDP 2011-2017 following the guidelines issued by the DBM and the NSCB, and to submit the budget proposals to the NSCB for endorsement to the DBM;
       
  3. The NSCB Technical Staff:
    1. evaluate the budget proposals and, in consultation with the agencies concerned, submit its recommendations to the NSCB Executive Board; and
    2. upon approval of the Board, endorse the PSS budget to the DBM, copy furnished the agencies.
