Endorsing the Budget of the Agencies of the Philippine Statistical System for FY 2013 to the Department of Budget and Management

ENDORSING THE BUDGET OF THE AGENCIES OF THE
PHILIPPINE STATISTICAL SYSTEM FOR FY 2013 TO THE
DEPARTMENT OF BUDGET AND MANAGEMENT

WHEREAS, the overall mission of the Philippine Statistical System (PSS) is to provide adequate, relevant, reliable, timely and accessible statistical information and services to the public;

WHEREAS, the NSCB Executive Board is mandated:

  • per Executive Order (EO) No. 121, to review budgetary proposals involving statistical operations and submit an integrated budget for the PSS to the Department of Budget and Management (DBM); and
  • per NSCB-NEDA-DBM Joint Circular No. 1, s. 1997, to review the proposed budgets for all activities under the System of Designated Statistics pursuant to EO 352, and submit to the DBM its recommendations;

WHEREAS, the National Budget Memorandum (NBM) issued by the DBM on 29 December 2011 reiterates that agency budget proposals for the conduct of designated statistical activities pursuant to Executive Order No. 352 shall require the endorsement of the NSCB Executive Board;

WHEREAS, the PSS, cognizant of the importance of ensuring a linkage between planning and budgeting, defined the budgetary thrusts for the PSS for FY 2013 thru NSCB Resolution No. 15, s. 2011;

WHEREAS, following NSCB’s call for submission of agency statistical budget proposals for FY 2013, 11 agencies prepared and submitted to the NSCB Technical Staff for review and endorsement to the NSCB Executive Board, their respective budgets for statistical activities on or before the 27 March 2012 extended deadline, taking into consideration the PSS budgetary thrusts, proposed statistical programs and activities in the Philippine Statistical Development Program (PSDP) for 2011-2017 and the NBM guidelines;

WHEREAS, the NSCB Technical Staff has reviewed the proposed statistical budgets of the 11 PSS agencies, in consultation with the agencies concerned;

WHEREAS, based on the review of the proposed budgets, the NSCB Technical Staff recommends for approval of the NSCB Executive Board and for subsequent endorsement to the DBM the statistical budgets of nine (9) agencies namely:

  • Bureau Agricultural Statistics (BAS)
  • Bureau of Labor and Employment Statistics (BLES)
  • National Statistical Coordination Board (NSCB)
  • Bureau of Internal Revenue (BIR) Statistics Division
  • Department of Agrarian Reform (DAR) Statistics Division
  • Land Management Bureau (LMB) Planning and Management Staff
  • Department of Energy (DOE) Statistics Division
  • Department of Justice (DOJ) Planning and Statistics Division
  • Department of the Interior and Local Government (DILG) Bureau of Local Government Development (BLGD), Bureau of Local Government Supervision (BLGS), and Office of Project Development Services (OPDS);

WHEREAS, while the proposed statistical budgets of two (2) agencies namely the Department of Finance (DOF) Statistics Division and Department of Transportation and Communications (DOTC) Management Information Services were submitted within the extended deadline, these were not included in the recommendations due to lack of details and insufficient supporting documents to facilitate thorough review of the proposals;

WHEREAS, the proposed statistical budgets of the DOF and DOTC shall be reviewed anew along with the other statistical budget proposals of seven (7) other agencies which submitted budget to the NSCB-TS beyond the extended deadline and for which recommendations will be made provided that the DBM will allow the extension of the deadline for the submission of NSCB budget endorsement;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED that the Board approve and endorse to the DBM the budget for statistical activities of the nine (9) agencies: three (3) major statistical agencies, four (4) agencies with designated statistics, and two (2) agencies with no designated statistics for FY 2013 (Annex BR-02-20120411-01).
