APPROVING AND ADOPTING THE OFFICIAL CONCEPTS AND DEFINITIONS FOR STATISTICAL PURPOSES FOR THE SECURITY SECTOR - Batch 1

 

WHEREAS, Executive Order No. 121 mandated the National Statistical Coordination Board (NSCB) to prescribe standard concepts and definitions to ensure harmonization and consistency in the generation of official statistics in the country for national and sub-national development planning;

WHEREAS, the prescription of standard concepts and definitions for statistical purposes would allow for comparability of statistics across national and international boundaries;

WHEREAS, the various NSCB interagency/technical committees on statistics are working towards the formulation of official concepts and definitions for statistical purposes based on the following criteria: (1) the proposed term or concept is basically statistical in nature or referring to a statistical indicator; (2) it is used operationally in major censuses, surveys and/or administrative records; (3) it comes out in Philippine Statistical System (PSS) publications; (4) it is based on United Nations (UN) and/or international standard concepts and definitions, but adapted to suit domestic/local conditions and requirements; and (5) it is taken from legal sources such as existing Philippine laws and statutes;    

WHEREAS, the NSCB Executive Board issued on 15 May 2013 NSCB Resolution No. 6, Series of 2013, “Approving and Adopting the Official Definition and Statistical Framework for the Security Sector”;

WHEREAS, based on the approved statistical framework, the Interagency Committee on Security Sector Statistics (IACSSS) has identified commonly used terms in the security sector and after thorough deliberation, it is endorsing for approval of the Board the first batch of concepts and definitions for statistical purposes for the security sector relating to police and law enforcement consisting of five terms;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board approve the five official concepts and definitions for statistical purposes for the security sector (Annex BR-09-20130823-01a and Annex BR-09-20130823-01b), for adoption and use by all concerned government offices, agencies and instrumentalities.
