Approving and Adopting the Official Definition and Statistical Framework for the Security Sector

APPROVING AND ADOPTING THE OFFICIAL DEFINITION AND 
STATISTICAL FRAMEWORK FOR THE SECURITY SECTOR  

 

WHEREAS, Executive Order No. 121 mandated the NSCB to prescribe standard concepts and definitions to ensure harmonization and comparability in the generation of official statistics across national and international boundaries; and to develop and maintain appropriate frameworks for the improvement of statistical coordination;

WHEREAS, to help fulfill its mandate of policymaking and coordination, the NSCB Executive Board establishes Technical Committees (TCs), Interagency Committees (IACs) and Task Forces (TFs) to serve as mechanisms for coordination and venues for the exchange of views and expertise to resolve technical issues and problems arising from the production, dissemination and use of statistics;

WHEREAS, the Interagency Committee on Security Sector Statistics (IACSSS) was established through NSCB Memorandum Order No. 009, Series of 2009 issued on 6 July 2009, to resolve issues, review current techniques/methodologies, and recommend policies and workable schemes towards the improvement of the production, dissemination and use of security sector statistics;

WHEREAS, the IACSSS is composed of representatives from relevant security sector agencies which include the Department of National Defense (DND), National Security Council (NSC), and National Police Commission (NAPOLCOM), among others;

WHEREAS, to assess and measure the performance of the sector in implementing the: (1) National Security Plan 2011-2016; (2) Philippine Development Plan 2011-2016; and (3) Philippine Statistical Development Program 2011-2017, the IACSSS deemed it necessary to formulate an official definition of the security sector and develop a statistical framework for the sector;

WHEREAS, after thorough deliberation, the IACSSS, is recommending for approval of the Board the proposed definition and statistical framework for the security sector;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the NSCB Executive Board approve the proposed definition (Annex BR-06-20130515-01a and Annex BR-06-20130515-01b) and statistical framework (Annex BR-06-20130515-02) for the security sector for adoption by all concerned government offices, agencies and instrumentalities;  

BE IT RESOLVED FURTHER, that the IACSSS undertake the following activities until 15 May 2014: (a) inventory of security sector statistics; (b) data assessment in terms of coverage, availability, frequency, disaggregation and source agency; (c) definition of security sector terms used in statistical work; and (d) compendium of security sector statistics.
